Regulations on the textbook selection council in Vietnam as of February 12, 2024

The textbook selection council is regulated under Circular 27/2023/TT-BGDĐT as follows:

- The textbook selection council of an educational institution (referred to as the Council) is established by the Principal of the educational institution or the Director of the regular education center, Director of the vocational education center - regular education, the head of the educational institutions implementing general education programs, regular education programs at lower secondary and upper secondary levels (referred to as the head) to assist the head of the educational institution in organizing the selection of textbooks. Each educational institution establishes one (1) Council. For educational institutions with multiple levels of education, each level establishes one (1) Council.

- Number and composition of Council members

+ The Council includes: the head, deputy head; heads of subject departments, subject groups, subject departments (referred to collectively as subject departments), teacher representatives, and representatives of the Parent Representative Board of the educational institution. The number of Council members is odd, with a minimum of 11 (eleven) people. For educational institutions with a scale of less than 10 (ten) classes, the minimum number of Council members is 05 (five) people;

+ The structure of the Council includes: Chairman, Vice Chairman, Secretary, and Council members. The Chairman of the Council is the head; in case the head cannot participate in the Council as prescribed in Clause 3, Article 4 of Circular 27/2023/TT-BGDĐT, and in case of absence due to force majeure, the Vice Chairman of the Council is the deputy head. The Vice Chairman of the Council is the deputy head or head of the subject department. The Secretary of the Council is chosen among the Council members.

- Individuals who have participated in compiling textbooks or participated in directing the compilation, publication, printing, and distribution of textbooks (in the list of textbooks approved by the Minister of Education and Training); father, mother, father-in-law, mother-in-law; husband or wife; brothers and sisters and brothers-in-law, sisters-in-law, or spouses of those who have participated in compiling textbooks or participated in directing the compilation, publication, printing, and distribution of textbooks; individuals working in publishing houses or organizations with textbooks are not eligible to participate in the Council.
