Principles for establishing pricing, operating the power system, and managing transactions in the electricity market in Vietnam from February 1, 2025

The principles for establishing pricing for electricity system operation and electricity market transactions are as follows:

- The pricing for electricity system operation and market transaction management is determined annually based on reasonable, legitimate costs and allowed profits for the Electricity System and Market Operation Unit to preserve and develop business capital, fulfilling tasks related to electricity system operation and market transaction management within the year.

- The pricing for electricity system operation and market transaction management is adjusted according to actual fluctuations of input parameters, including foreign exchange rates, loan interest rates, electricity output, depreciation costs of fixed assets, taxes, fees, and other payments to the State or in the event of incidents, disasters, force majeure events as stipulated by emergency status law and related legal regulations, causing fluctuations in operation costs of electricity system management and market transaction operations.

When the pricing for electricity system operation and market transaction management is updated according to the actual fluctuations of the aforementioned input parameters (other parameters remain unchanged) or in the event of incidents, disasters, force majeure events causing changes of ±1% or more compared to the approved electricity system operation and market transaction management price for the applicable year, the pricing is considered for adjustment according to the sequence and procedures prescribed in Article 11 of Circular 15/2025/TT-BCT.
