On August 8, 2024, the General Department of Taxation issued Official Dispatch 3478/TCT-TVQT regarding strengthening fire prevention and fighting works in Vietnam.

To enhance fire prevention and fighting (FPF) works in the upcoming period, the General Department of Taxation of Vietnam requests the following units:

- Continue to disseminate, propagate, and thoroughly implement the Law on Fire Prevention and Fighting, directives from the Government, the Prime Minister, and the Ministry of Finance to each official and public employee (collectively referred to as official) to strictly comply with FPF regulations. Additionally, conduct training sessions on FPF so that officials are aware and proactively implement FPF measures.

- Review, consolidate the FPF Command Units, FPF Teams within each unit, and maintain the operations of these FPF units following the principle of “4 on-site,” ensuring prompt readiness to handle incidents of fire, explosion, or any threat to the safety and security of the agency. Continue organizing training and fire drills for the agency's FPF units; proactively, closely coordinate with relevant local authorities to promptly handle any fire or explosion incident from the outset to prevent safety and security issues. Regularly provide FPF training to the agency's FPF units to ensure they are prepared to address any arising situations.

- Regularly inspect current FPF equipment and systems at the agency's headquarters to promptly address, replace, and repair as needed, ensuring compliance with existing FPF requirements and regulations. For investment projects involving office building construction, ensure they meet current FPF design and regulatory standards.

- Issue regulations and internal rules within each unit that include FPF provisions in accordance with current laws, paying special attention to ensuring officials absolutely must not: independently bring in or use personal electrical devices within the office that can easily cause short circuits, fires, or explosions; bring hazardous chemicals prone to causing fires and explosions into the unit; smoke in non-designated areas; keep documents and papers neatly and away from fire-prone areas...

- Enhance fire prevention and fighting efforts for the server room safety system:

+  The  server  room  should  only  contain  operational  devices  serving  system  operations,  absolutely  no  other  devices,  such  as  defective  devices,  devices  awaiting  disposal  or  destruction,  documents,  materials,  or  flammable  items  should  be  stored  in  the  server  room.  Ensure  the  server  room  environment  is  clean  to  maintain safety.

+  Conduct  daily  routine  checks  on  the system  in  the  server  room  and  monitor  logs  and  warning  emails  from  the  server  room  safety  system  according  to  the  Management  Regulations,  operation  deployment  of  IT  infrastructure  issued  by  the  General  Department  of  Taxation  in  Decision  No.  778/QD-TCT  on  June  16,  2011.

+  Monitor  the  operation  of  the  electrical  system  serving  the  server  room  (central  switchgear  system,  UPS  system);  air  conditioning  system,  surveillance  camera  system,  fire  prevention  and  fighting  system,  lightning  protection,  grounding  systems  for  electrical  and  network  paths,  and  cooling  systems  for  server  racks.

+  Assign  staff  to  be  on  duty  24/7  to  ensure  the  safety  of  the  server  room,  increasing  checks  on  electrical  systems,  network  systems,  and  server  room  safety  systems  to  prevent  any  safety  hazards  related  to from  electrical  systems  or  equipment;  Monitor  the  entirety  of  the  server  room  24/7  through  the  server  room  surveillance  camera  system.
