The state agencies in Vietnam shall perform the management of each type of cadastral records from August 1, 2024, as stipulated in Circular 10/2024/TT-BTNMT.

Cadastral records include documents detailing information about each parcel, the person assigned to manage the land, land users, owners of properties attached to the land, the legal status of parcels and properties attached to the land, fully reflecting the management and use of land in the area.
According to Article 23 of Circular 10/2024/TT-BTNMT, agencies managing cadastral records in Vietnam include:
(1) Management of digital cadastral records:
- The Land Registration Office under the Department of Natural Resources and Environment is responsible for managing the digital cadastral records of the province or centrally-run city;
- For districts, district-level towns, cities within provinces, and cities within centrally-run cities that have built land databases but have not connected them to the provincial or centrally-run city land database, the Branch Land Registration Office is responsible for managing digital cadastral records of the districts, district-level towns, and cities within provinces and centrally-run cities.
(2) Management of paper cadastral records:
- The Land Registration Office under the Department of Natural Resources and Environment manages documents including:
+ The system of land registration procedures, properties attached to the land of subjects under the authority to receive and resolve, and records sent by the agency responsible for registration procedures and issuing Certificates as per regulations;
+ Cadastral maps, cadastral measurement extracts, and other types of maps and measurement documents being used for registration and issuance of Certificates;
+ The cadastral book system being used, created for registrants under authority;
+ Cadastral records created over periods of time not frequently used in land management;
- The Branch Land Registration Office manages documents including:
+ The system of land registration procedures, properties attached to the land of subjects under the authority to receive and resolve, and records sent by the agency responsible for registration procedures and issuing Certificates as per regulations;
+ Cadastral maps, cadastral measurement extracts, and other types of maps and measurement documents used in registration and issuance of Certificates;
+ The cadastral book system being used, created for registrants of land and properties attached to the land under authority;
- The communal People's Committee (directly through the official responsible for communal cadastral work) manages cadastral maps, cadastral measurement extracts, cadastral books, and land inventory books.
(3) Provincial-level land management agencies (hereinafter referred to as the Department of Natural Resources and Environment), district-level land management agencies (hereinafter referred to as the Division of Natural Resources and Environment), People’s Committees at all levels are responsible for ensuring the conditions for storing and preserving cadastral records under their local management authority.
According to clause 3 of Article 24 of Circular 10/2024/TT-BTNMT, the retention period for cadastral records is stipulated as follows:
- Permanent retention for digital cadastral records and memory devices containing digital cadastral records; paper documents created, including cadastral survey documents, cadastral books, land inventory books, Certificate issuance books, Certificate copies; land registration procedure records, properties attached to the land, except as below;
- Retention for 05 years for records of lease registration procedures, sublease registration, mortgage registration by land use rights, property ownership rights attached to the land after lease, sublease, mortgage cancellations; notifications about adjustments, updates to cadastral records and accompanying documents.
