On August 30, 2024, the Governor of the State Bank of Vietnam issued Circular 45/2024/TT-NHNN regulating the management and organization of the implementation of scientific and technological tasks of the State Bank of Vietnam.

1. Regulations on code of scientific and technological tasks of the State Bank of Vietnam

Pursuant to Article 5 of Circular 45/2024/TT-NHNN, the codes of scientific and technological tasks of the State Bank of Vietnam are as follows:

- The code of a ministerial-level scientific and technological task is recorded as follows: DTNH.XXX/YY; DANH.XXX/YY, where:

+ DTNH is the common symbol for ministerial-level scientific and technological research topics;

+ DANH is the common symbol for ministerial-level scientific and technological projects;

+ Group XXX is the group of 03 digits recording the serial number of the ministerial-level scientific and technological tasks recorded in the decision ordering the ministerial-level scientific and technological tasks;

+ Group YY is the group of 02 digits recording the last two digits of the starting year of the ministerial-level scientific and technological tasks;

+ Between the group of common letter symbols and the group of serial number digits is a period, and between the serial number digit group and the year starting digit group is a slash.

- The code of a grassroots-level scientific and technological task is recorded as follows: DTNH-CS.XXX/YY; DANH-CS.XXX/YY, where:

+ DTNH-CS is the common symbol for grassroots-level scientific and technological research topics;

+ DANH-CS is the common symbol for grassroots-level scientific and technological projects;

+ Group XXX is the group of 03 digits recording the serial number of the grassroots-level scientific and technological tasks recorded in the decision ordering the grassroots-level scientific and technological tasks;

+ Group YY is the group of 02 digits recording the last two digits of the starting year of the grassroots-level scientific and technological tasks;

+ Between the group of common letter symbols and the group of serial number digits is a hyphen, and between the serial number digit group and the year starting digit group is a slash.

- The code of other types of scientific and technological tasks, as regulated by law, if arising, is assigned in a similar manner as points 1 and 2, Article 5 of Circular 45/2024/TT-NHNN. In which, the group of common letter symbols is the abbreviation of the type of scientific and technological tasks.

2. What are forms of assigning scientific and technological tasks of the State Bank of Vietnam

The methods of assigning scientific and technological tasks of the State Bank of Vietnam are specifically regulated in Article 6 of Circular 45/2024/TT-NHNN, including:

- The methods of assigning scientific and technological tasks include selection and direct assignment.

- The direct assignment method is only applied to scientific and technological tasks in the following cases:

+ Scientific and technological tasks that belong to state secrets, specific to security and defense;

+ Urgent scientific and technological tasks;

+ Scientific and technological tasks for which only one scientific and technological organization has sufficient conditions in terms of human resources, expertise, and equipment to perform that task.

- The selection method applies to scientific and technological tasks not specified in point 2, Article 6 of Circular 45/2024/TT-NHNN.

More details can be found in Circular 45/2024/TT-NHNN, which comes into force in Vietnam from October 16, 2024.
