Enhancement of the management of local cultural activities in Vietnam

According to Official Dispatch 3732/BVHTTDL-VHCS issued in 2024: In recent years, the efforts to construct grassroots cultural environments have achieved numerous results. Cultural activities have become increasingly rich and diverse, contributing to ethical education and the completion of human character development.

Local grassroots cultural and sports facilities have gradually received investment in physical infrastructure, with innovative operational methods, contributing to the enhancement of both the spiritual and physical lives of the people. Many new models, innovative methods, and numerous exemplary advancements in constructing grassroots cultural environments have been promoted and expanded, contributing to the development of an advanced Vietnamese culture imbued with national identity.

To continue effectively promoting grassroots cultural activities at the local level, the Ministry of Culture, Sports, and Tourism respectfully requests that the People's Committees of the provinces and centrally-governed cities proactively implement the following contents:

* Regarding solutions for the completion and effective utilization of the grassroots cultural and sports facility system in Vietnam:

- Fulfill the goals of constructing grassroots cultural and sports facilities as stipulated in Decision 2164/QD-TTg from 2013 by the Prime Minister of Vietnam's approval of the master plan for developing the grassroots cultural and sports facility system for the period 2013-2020 with orientation toward 2030.

- Issue mechanisms and policies about private investment to mobilize lawful resources from various organizations and individuals domestically and internationally to build and organize the activities of the grassroots cultural and sports facility system at different levels. This includes cultural and sports facilities at commune and village levels, recreational areas, cultural-sports centers in industrial zones, export processing zones, and specific policies regarding activity norms and expenditure levels for cultural, artistic, and mobile propaganda activities under local authority as per regulations.

- Effectively use the grassroots cultural and sports facilities, overcoming the situation where facilities in local areas have received investments in physical infrastructure but have not been utilized for activities or have not fully exploited their functional capacities in cultural and sports activities serving the people.

* Regarding the management and organization of festivals:

- Enhance the state management of festivals; require festival organizing committees to strictly follow legal regulations to organize orderly, safe, economical festivals appropriate to civilized living, traditional national culture, and the beautiful customs and traditions of the locality. Avoid organizing widespread festivals that are costly, wasteful of time, money of the people, society, and the state.

- Promote propaganda, raise awareness, and responsibility of various levels, sectors, people, and tourists in strictly adhering to regulations and rules on festival organization; prevent the burning of votive papers causing waste, impacting the environment and fire prevention and control.

- Direct the strengthened inspection, supervision before, during, and after the organization of festivals; promptly prevent and strictly handle violations in festival activities, especially acts exploiting relics, festivals, beliefs for profiteering, superstitious activities, and gambling.

Master plan for Developing the Grassroots Cultural and Sports Facility System in Vietnam for the period 2013-2020, vision to 2030

Content mentioned in Decision 2164/QD-TTg from 2013 approving the master plan for developing the grassroots cultural and sports facility system for the period 2013-2020, with orientation to 2030 issued by the Prime Minister of the Government of Vietnam.

The general goal of the Master Plan for Developing the Grassroots Cultural and Sports Facility System is:

- By 2020, the grassroots cultural and sports facility system will be comprehensively developed, gradually overcoming disparities in the enjoyment levels of culture, sports, and recreation among the people in various regions and areas across the country.

- By 2030, the grassroots cultural and sports facility system will have met the criteria set by the Ministry of Culture, Sports, and Tourism of Vietnam.
