Regulations on making statements and providing information to the Press by the Ministry of Industry and Trade of Vietnam

(1) Scope of Adjustment and Subjects of Application

- This Regulation stipulates the Spokesperson, Authorized Spokesperson, officials and public employees, and workers of the Ministry of Industry and Trade of Vietnam, and subjects implementing policies of receiving, processing, speaking, and providing information for the press of the Ministry of Industry and Trade of Vietnam according to current legal regulations on the press.

- This Regulation applies to units, officials and public employees, and workers of the Ministry of Industry and Trade of Vietnam.

- Statements and information provision during the normal operations of the Ministry, the Government of Vietnam (such as speeches at meetings, presentations at workshops, conferences...) under the direction of the Minister, Ministry Leaders without interviews or direct or indirect information provision to the press are not subject to this Regulation.

(2) Persons Implementing Speaking and Provision of Information for the Press

- Persons implementing speaking and providing information for the press of the Ministry of Industry and Trade of Vietnam include:

+ The Minister of Industry and Trade;

+ Persons assigned by the Minister to speak and regularly provide information for the press (hereinafter referred to as the Spokesperson).

The full name, position, phone number, and email address of the Spokesperson of the Ministry of Industry and Trade of Vietnam are announced in writing to press agencies, state management agencies on the press, and posted on the Ministry's electronic information portal;

+ Authorized Spokespersons include: Deputy Ministers of Industry and Trade; Leaders of units under the Ministry of Industry and Trade of Vietnam, or individuals assigned by the Minister to provide information for the press on specific issues assigned (hereinafter collectively referred to as Authorized Spokespersons).

- Ministry Leaders authorized during the Minister's absence at the agency, the Spokesperson, and Authorized Spokespersons stipulated at points b, c, Clause 1 of this Article are responsible to the Minister for the content of statements and provision of information for the press.

- Individuals from the Ministry of Industry and Trade of Vietnam not specified at points a, b, c, Clause 1 of this Article are allowed to provide information to the press as per legal regulations but cannot represent the Ministry of Industry and Trade of Vietnam in statements, provision of information to the press, and bear legal responsibility for the content of the information provided.

- The Spokesperson and Authorized Spokespersons stipulated at points b, c, Clause 1 of this Article cannot reauthorize others.

- The Spokesperson and Authorized Spokespersons stipulated at points b, c, Clause 1 of this Article, if unable to speak and provide information to the press, must report to the Minister to authorize another responsible person to perform speaking and provision of information for the press.

(3) Information Permissible for Provision to the Press

- Information related to the execution of the Ministry of Industry and Trade of Vietnam's state management functions and duties according to legal provisions.

- Work programs and action programs of the Ministry of Industry and Trade of Vietnam to carry out the assigned tasks.

- Policies, normative legal documents under the issuing authority of the Ministry of Industry and Trade of Vietnam, and related documents.

- The Ministry's views and solutions to important and sudden issues in the industry that attract public attention.

- Other work areas of the Ministry of Industry and Trade of Vietnam deemed necessary by Ministry Leaders, which are not included in the list of information to be kept confidential according to legal regulations and allowed to be disclosed to press agencies.
