On January 10, 2024, the Ministry of Transport issued Decision 23/QD-BGTVT on the announcement of amended and supplemented administrative procedures in the road sector within the scope of management functions of the Ministry of Transport.

Procedures for granting Permit for operation of overloaded vehicles, overdimension vehicles as of February 1, 2024

(1) Implementation sequence:

* Submit administrative procedure documents:

Organizations and individuals applying for a vehicle circulation license send documents to the competent authority:

- Vietnam Road Administration grants Permit for operation of overloaded vehicles, overdimension vehicles, tracked vehicles, and vehicles that carry an oversize/overweight load on public roads nationwide for cases serving security, national defense, natural disaster prevention, search and rescue, national key projects, energy projects that have a destination, and the destination of the vehicle or goods carried on the vehicle for which a Vehicle Circulation Permit is requested is not located in the same management area as a Regional Road Management Zone.

- Road Management Zone grants Permit for operation of overloaded vehicles, overdimension vehicles, tracked vehicles, and vehicles that carry oversize/overweight loads on public roads nationwide in the following cases (except for cases under the jurisdiction of the Vietnam Road Administration):

+ Organizations and individuals applying for a Vehicle Circulation License have their business registration or operation registration address located in the same management area as the Regional Road Management Area;

+ The vehicle or goods carried on the vehicle are requested to be issued a Vehicle Circulation Permit whose departure or destination is located in the same management area as the Regional Road Management Area;

+ Serving security, national defense, natural disaster prevention, search and rescue, national key projects, and energy projects: The place of origin and destination of the vehicle or goods carried on the vehicle for which a Vehicle Circulation Permit is requested is located in the same management area of the Regional Road Management Area.

- The Department of Transport grants Permit for operation of overloaded vehicles, overdimension vehicles, tracked vehicles, and vehicles that carry oversize/overweight loads on public roads nationwide in the following cases (except for cases under the jurisdiction of the Vietnam Road Administration and the Road Management Area):

+ Organizations and individuals applying for a Vehicle Circulation License have their business registration or operation registration address located in the same provincial area as the Department of Transport;

+ The vehicle or goods carried on the vehicle are requested to be issued a Vehicle Circulation Permit whose departure or destination is located in the same provincial area as the Department of Transport.

* Resolving administrative procedures:

- The competent authority shall inspect the components and review the application within 02 (two) working days from the date of receipt of the application (including cases where the road must be surveyed or reinforced).

+ In case the dossier is not complete as prescribed, within 01 (one) working day from the date of completion of checking the dossier, the competent authority shall notify and provide written instructions for organizations and individuals to supplement and complete documents;

+ In case the dossier is complete as prescribed, within 01 (one) working day from the date of completion of checking the dossier, the competent authority shall issue the Vehicle Circulation Permit or send a document to the organization or individual stating the reason for not issuing the Vehicle Circulation Permit.

- On a road section or route that has been surveyed or reinforced, the agency competent to issue the Vehicle Circulation Permit shall report the survey results (in cases where a survey is required) or report the results of completing road reinforcement (in cases where road reinforcement is required) within 6 (six) months from the date of the report to serve the issuance of Permit for operation of overloaded vehicles, overdimension vehicles, and vehicles that carry oversize/overweight load with parameters (including: outer dimensions, total weight and axle load) is equivalent to or smaller than the vehicle that was previously issued with a Vehicle Circulation Permit when circulating on this road section or route.

(2) Submission methods:

- Send directly, via the postal system, or online.

(3) Document components:

- Application according to the prescribed form;

- Copy of vehicle registration or temporary registration for newly received vehicles;

- Copy of Certificate of technical safety and environmental protection inspection for road motor vehicles; copy of the vehicle's technical features for newly received vehicles (sent with the vehicle by the manufacturer);

- The transportation plan includes the following contents: information about the transportation route; information about means of transportation; information about the transported goods as confirmed by the goods owner, including size parameters of length, width, and height (D x W x H) meters; volume; image (if any); transportation contract or document designating the shipping unit of the goods owner or transportation hiring unit; report survey results (in case a survey is required); Report on the results of road reinforcement completion (in cases where road reinforcement is required).
