From January 1, 2025, what types of motorized vehicles in Vietnam are included?

Clause 1 Article 34 Law on Road Traffic Safety and Order 2024, motorized vehicles include:

- Automobiles include: vehicles with four or more wheels powered by an engine, designed, manufactured to operate on roads, not running on tracks, used for transporting people, goods, towing trailers, towing semi-trailers or structured to perform special functions and uses, which can be connected to power lines; three-wheeled vehicles with a self-weight greater than 400 kg; automobiles do not include four-wheeled motorized passenger vehicles and four-wheeled motorized cargo vehicles;

- Trailer is a vehicle without an engine to move, designed, manufactured to operate on roads, towed by an automobile; the major part of the total weight of the trailer does not rest on the towing vehicle;

- Semi-trailer is a vehicle without an engine to move, designed, manufactured to operate on roads; towed by a tractor unit and has a significant part of its total weight resting on the tractor unit;

- Four-wheeled motorized passenger vehicles are vehicles with four or more wheels, powered by an engine, designed, manufactured to operate on roads, structured to carry people, with a design speed not exceeding 30 km/h, the maximum allowable number of 15 people (excluding the driver);

- Four-wheeled motorized cargo vehicles are vehicles with four or more wheels, powered by an engine, designed, manufactured to operate on roads, structured to carry goods, with the engine and cargo compartment mounted on the same vehicle frame, having up to two rows of seats and carrying up to 05 people (excluding the driver), with a design speed not exceeding 60 km/h and a self-weight not exceeding 550 kg; for electric motorized vehicles, the motor power does not exceed 15 kW;

- Motorcycles include: vehicles with two or three wheels powered by an engine, designed, manufactured to operate on roads, except for mopeds; for three-wheeled vehicles, the self-weight does not exceed 400 kg;

- Mopeds are vehicles with two or three wheels powered by an engine, designed, manufactured to operate on roads, with a design speed not exceeding 50 km/h; if the propulsion engine is a thermal engine, the displacement or equivalent displacement does not exceed 50 cm3; if the propulsion engine is electric, the motor power does not exceed 4 kW; mopeds do not include motorized bicycles;

- Vehicles similar to the types of vehicles mentioned above.

Responsibilities of motorized vehicle owners in Vietnam from January 1, 2025

From January 1, 2025, motorized vehicle owners and operators in Vietnam will have the following responsibilities:

- Comply with regulations on the issuance, revocation of vehicle registration certificates, license plates, technical safety, and environmental protection inspection of motorized vehicles and specialized machinery;

- Maintain, repair to ensure the technical condition of the vehicle; be responsible according to the law for putting vehicles that do not meet technical safety and environmental protection into road traffic;

- Organizations and individuals listed on the vehicle registration certificate continue to bear the responsibility of the vehicle owner when not yet implementing the revocation of the vehicle registration certificate, license plates in cases where revocation is required as stipulated in Clause 6 Article 39 Law on Road Traffic Safety and Order 2024;

- Organizations and individuals violating road traffic safety and order laws, which have not yet fulfilled the requirements of competent state authorities in resolving administrative violations in the field of road traffic safety and order, will not be eligible for the registration and inspection of violating vehicles;

- Comply with other legal regulations when participating in road traffic.
