The following article contains information about cases of oversized, overload vehicles eligible for road operation permit from January 1, 2025, according to the Road Traffic Order and Safety Law 2024.

According to the provisions of Clause 3, Article 52 of the Law on Road Traffic Order and Safety 2024, oversized, overload vehicles, tracked vehicles are granted road operation permits in the following cases:
- Circulation of oversized vehicles as prescribed at Points a and b, Clause 1, Article 52 of the Law on Road Traffic Order and Safety 2024, not carrying goods, vehicles with a body weight exceeding the road weight limit not carrying goods, tracked vehicles from the place of production, station, port and import locations, repair, maintenance to the place of use and vice versa or between use locations;
- Circulation of oversized, overload vehicles to transport goods on roads in the following cases: serving national defense and security tasks; disaster prevention, control and mitigation; performing tasks in emergency cases; transporting oversized, overweight goods when transport by rail, inland waterways, air, seaways is not suitable or must combine road transport with other transport modes;
- Circulation of oversized vehicles permitted to transport passenger cars up to 08 seats (excluding the driver's seat), trucks, and specialized vehicles with a total designed weight up to 3,500 kg from the place of production, station, port and import locations, repair, maintenance to the place of use.
The protection of road structures operation of where oversized, overload vehicles in Vietnam is specifically stipulated in Clause 4, Article 52 of the Law on Road Traffic Order and Safety 2024 as follows:
- In cases where oversized, overload vehicles, tracked vehicles exceed the load limits or dimensions of road structures, the organizations or individuals who need to circulate such vehicles are responsible for surveying, designing, and strengthening road structures;
- The survey, design, reinforcement of road structures shall be carried out by units qualifying for operational capacity as stipulated by construction laws;
- The organizations or individuals circulating the vehicles are responsible for bearing all costs of surveying, designing, and strengthening road structures as stipulated at Point b, Clause 4, Article 52 of the Law on Road Traffic Order and Safety 2024;
- The organizations, individuals stipulated at Points a, b, and c, Clause 4, Article 52 of the Law on Road Traffic Order and Safety 2024 are liable for compensating any damage to road structures;
- If necessary, there must be personnel, supporting vehicles to assist drivers, warn other road traffic participants, and implement measures to ensure safety in accordance with the regulations of the Government of Vietnam;
- Tracked vehicles permitted to circulate on roads must implement measures to protect the road surface.
More details can be found in Law on Road Traffic Order and Safety 2024, which comes into force in Vietnam from January 1, 2025, except for Clause 3, Article 10 of the Law on Road Traffic Order and Safety 2024, which comes into force in Vietnam from January 1, 2026.
The 2008 Road Traffic Law (as amended and supplemented) ceases to be which comes into force in Vietnam from the date the Law on Road Traffic Order and Safety 2024 takes effect
in Vietnam, except for the cases specified in Clauses 1, 2, 5, and 6 of Article 89 of the Law on Road Traffic Order and Safety 2024.
Resolution 73/2022/QH15 of the National Assembly on pilot auction of automobile license plates ceases to be which comes into force in Vietnam from the date the Law on Road Traffic Order and Safety 2024 takes effect, except for the case specified in Clause 7, Article 89 of the Law on Road Traffic Order and Safety 2024.
