On August 05, 2024, the Minister of Planning and Investment issued Decision 1708/QD-BKHDT regarding the Plan for Consumer Price Survey.

Plan for consumer price survey for the 2025 – 2030 period in Vietnam

The Consumer Price Survey will be conducted across 63 provinces and centrally-administered cities.

The International Comparison Program (ICP) will be conducted across 8 provinces and cities including Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Lao Cai, Nghe An, and Lam Dong. The scope of the ICP survey may change as updated by ADB.

Subjects of the Consumer Price Survey for the 2025 – 2030 period include:

- Types of goods and services representative of household consumption listed under the 2024 base year consumer price index representative goods and services.

- Types of goods and services listed under the International Comparison Program.

Regarding the timing and duration of the Consumer Price Survey for the 2025 – 2030 period:

- Survey timing: The timing when interviewers visit and collect information at the survey units.

- Survey duration: The Consumer Price Survey will be conducted from October 2025, lasting for 24 days from the 1st to the 24th of each month. The survey time is divided into 3 periods for different categories like foodstuff, fresh food, and construction materials:

+ Period 1: From the 1st to the 8th of the reporting month;

+ Period 2: From the 9th to the 16th of the reporting month;

+ Period 3: From the 17th to the 24th of the reporting month.

Each survey area will be surveyed on a separate day. To be specific:

Special items regulated separately include: Household electricity, water, gasoline, diesel, kerosene, cooking gas, gold, US dollars.

Items surveyed only once a month will have their prices collected in period 2 (from the 9th to the 16th day of the survey month). The list of survey areas by survey days will be updated on the software program to ensure interviewers survey at the correct time.

For rental housing items, information collection will begin from May 2025.

For items under the International Comparison Program: Follow the regulations of ADB.

Consumer Price Surveys are conducted with the following purposes:

- To compile the Consumer Price Index (CPI) indicator under the national statistical indicator system. Ensure consumer price index information serves the Communist Party, the National Assembly, the Government of Vietnam, ministries, sectors, and localities in management operations and policy making on wages, interest rates, financial and monetary management, and economic-social development planning;

- To meet information needs regarding consumer price fluctuations for citizens, businesses, production facilities, and other information users;

- To provide consumer price information as a basis for compiling the spatial cost of living index (SCOLI), serving the evaluation of poverty reduction programs, and calculating the Human Development Index (HDI);

- To collect information on representative goods and service prices under the International Comparison Program (ICP) of the Asian Development Bank (ADB) to calculate purchasing power parity (PPP), thereby assessing the relative wealth and poverty among countries in the region.
