On August 19, 2024, Deputy Prime Minister of the Government of Vietnam Tran Hong Ha - Head of the Task Force chaired the meeting of the Task Force on the Phase 1 Investment and Construction Project of Long Thanh International Airport (the Project).

After hearing the report from the Ministry of Transport of Vietnam and the opinions of the attending delegates, in Notice 393/TB-VPCP dated August 20, 2024, Deputy Prime Minister of the Government of Vietnam Tran Hong Ha concluded as follows:

Basically, Components 2 and 3 of the Project meet the required progress. Component 4 is being implemented but does not meet the required progress, primarily due to performance capacity issues. To promptly implement and meet the overall project's completion timeline for synchronized operation, the Deputy Prime Minister of the Government of Vietnam requires:

For Component 1 of the Project: Assign the Minister of Transport to immediately work with the Ministry of Agriculture and Rural Development, the People's Committee of Dong Nai Province, and relevant agencies to decisively handle the implementation of works within Component 1, ensuring there is a specific plan for the start and completion dates.

To promptly and effectively implement Component 4 of the Investment and Construction Project of Long Thanh International Airport, it is required:

- The Ministry of Transport of Vietnam must immediately establish a Task Force led by the Deputy Minister in charge as the Team Leader, with members including representatives from the Ministries of Planning and Investment, Natural Resources and Environment, Finance, Construction, Public Security, the State Capital Management Committee, ACV, and the Deputy Prime Minister's Assistant. Concurrently, the Vietnamese Aviation Administration should be supported and its capacity enhanced by mobilizing and utilizing capable and experienced staff and experts in contractor and investor selection from the Ministry of Transport of Vietnam's specialized departments, project management boards, and ACV experts to:

+ Study current regulations (on Land, Bidding, Civil Aviation...) to advise on the application of laws in the process of selecting investors. Propose urgent projects setting objectives: (i) meeting immediate needs when Long Thanh Airport becomes operational, ensuring synchronization with Components 1, 2, and 3; (ii) major domestic airlines must have a base airport; (iii) dealing immediately with the initial phase of the Project.

+ Identify urgent constructions and prioritize investments (ground service facilities including: aircraft sanitation treatment area, ground service vehicle maintenance No. 1 and No. 2; airline meal service area No. 1 and No. 2; aircraft maintenance hangars No. 1, No. 2, No. 3, No. 4; operational centers for airlines) to meet urgent needs when the airport becomes operational.

+ Meticulously review the approach, clarify the basis for the selection of four initial hangars, the basis for dividing into bidding packages (quantity, scale, urgency, conditions, implementation schedule,...) so the Ministry of Transport of Vietnam can report and seek opinions from the Standing Committee of the Government of Vietnam. Review the bidding documents concerning criteria, requirements on technical, financial, safety, modern technology, management standards that meet international standards, ensuring the improvement of service quality, and building an internationally recognized brand and reputation.

+ Study and propose a method for selecting a project investor for the operational center for major domestic airlines with a base airport here, phase 1 will offer 2 bidding packages to organize the selection; set requirements for techniques, and construct a Gantt chart of the timeline. The design must harmonize, aligning with the overall Project.

- The Ministry of Transport of Vietnam will direct the Vietnamese Aviation Administration to review all projects and works under Component 4 of the Long Thanh International Airport Investment and Construction Project (logistics areas, expedited freight terminals, warehousing, solar power systems, airport city, aviation industrial park...), identify which projects the Ministry/Administration of Transport can implement to meet quality and timeline requirements; report projects that cannot be managed, and request the Deputy Prime Minister to assign ACV to implement them (principally assigning ACV investment in aviation infrastructure related works to ensure synchronization).

- The Ministry of Transport of Vietnam will prepare a report for the Standing Committee of the Government of Vietnam (by August 29, 2024) on the implementation of Component 4, including a comprehensive, detailed progress timeline from the beginning of investor selection to the completion and operation. The State Capital Management Committee, ACV will study and comment on the Ministry of Transport of Vietnam's report.
