On January 9, 2024, the Ministry of Industry and Trade issued Decision 51/QD-BCT on the Ministry of Industry and Trade's plan to implement the National Strategy on attracting and utilizing talents until 2030, with a vision to 2050.

(1) Purpose of the Plan

- Plan to organize the implementation of tasks and solutions identified in the Strategy related to the functions and tasks of the Ministry of Industry and Trade to achieve goals and in accordance with the viewpoints and orientations set out in the Strategy .

- The plan is the basis for units under the Ministry of Industry and Trade to develop or adjust strategies, plans, and action programs according to functions and tasks to direct and organize the implementation of specific tasks by their units according to the provisions of the Strategy.

- The plan is the basis for organizing inspection, supervision, preliminary and final reviews, evaluation, and drawing lessons from the implementation of the Strategy; At the same time, it is the basis for coordinating with relevant agencies to propose and submit to the Prime Minister to consider adjusting the goals and content of the Strategy in case of necessity.

(2) Basic requirements of the Plan

The development and organization of work contents and tasks identified in this Plan are based on the following basic requirements:

- Fully and deeply grasp the viewpoints and goals set out by the Strategy for effective implementation:

+ Preside and coordinate with ministries, branches, localities, and relevant units to organize implementation; Guide, urge, and evaluate the implementation of the Strategy and prepare annual reports; Organize preliminary and final reviews to evaluate the results of the Strategy implementation.

+ Role in directing the implementation of related tasks and solutions in the Industry and Trade sector; Fully and on schedule, deploy tasks and solutions in the Strategy to units under the Ministry; monitor the implementation process; Assess the level and ability to achieve specific goals in each phase, and at the end of the Strategy period, propose to adjust goals to suit the context when necessary to ensure high feasibility.

- Specify organizational requirements for implementing the Strategy; demonstrate the initiative and creativity of each unit and the cooperation between units inside and outside the Ministry of Industry and Trade in implementing tasks and solutions and achieving the goals set out in the Strategy.

- Ensure consistency with the implementation organization and action programs of the Government to implement the Party's resolutions, socio-economic development strategies and plans, provisions of law on recruitment, promotion, appointment, arrangement, use, and management of civil servants and public employees of the country and the Industry and Trade sector in each period.

(3) Implementation costs

- Every year, units under the Ministry proactively develop plans and budget estimates and send them to the Ministry of Industry and Trade (receiving unit of the Department of Planning and Finance) to synthesize and register proposals with the Ministry of Finance for funding to implement the Strategy according to current regulations.

- Funding source: regular funding for economic non-business expenses from the state budget and enterprise capital sources, other legal sources of support, sponsorship, and mobilization according to the provisions of law (if any) .
