The following article discusses the latest provisions on the interconnection and sharing of the national land database in Vietnam as stipulated in Decree 101/2024/ND-CP.

1. Latest Guidelines for interconnection and sharing of the National Land Database in Vietnam

Pursuant to Article 54 of Decree 101/2024/ND-CP, the interconnection and sharing of the national land database in Vietnam are as follows:

- The national land database is synchronized and updated to the National Data Center and interconnected with other national databases, the databases of ministries, central authorities, and local authorities to share land information and data to serve the activities of state agencies and resolve administrative procedures, simplifying administrative procedures for citizens and businesses in accordance with the law on the management, connection, and sharing of digital data of state agencies.

- The sharing of land information and data is implemented through services on the National Data Sharing and Integration Platform (NDXP), the integration and sharing platform of the Ministry of Natural Resources and Environment, the provincial integration and sharing platform (LGSP) defined in the National Digital Architecture Framework and other sharing platforms in accordance with the law. The technical standards for sharing land information and data services are implemented in accordance with the regulations on the connection of national databases with other information system databases.

- Other national databases, the databases of ministries, central authorities, and local authorities are connected to the national land database if they meet the following conditions:

+ Meet the connection standards and comply with the regulations, technical guidelines on data exchange, the management regulations, connection, and sharing of digital data of state agencies;

+ Comply with the regulations on information safety, security, intellectual property rights related to data, and the privacy rights of organizations and individuals.

- The Ministry of Natural Resources and Environment presides over the management, connection, and sharing of the national land database with other national databases, the databases of ministries, central authorities, and local authorities as per the regulations of the Government of Vietnam on the management, connection, and sharing of digital data of state agencies.

- The People's Committees of provinces and centrally-run cities preside over the management, connection, and sharing of local land databases with the databases of local departments, sectors, and agencies as per the regulations of the Government of Vietnam on the management, connection, and sharing of digital data of state agencies.

2. 10 Activities in Building, Managing, Operating, and Exploiting the National Land Information System in Vietnam

The specific activities in building, managing, operating, and exploiting the National Land Information System in Vietnam are defined in Article 51 of Decree 101/2024/ND-CP, including:

- Issuing regulations, mechanisms, and rules on building, managing, exploiting, and using the National Land Information System.

- Establishing, maintaining operations, maintaining, and upgrading the IT infrastructure of the National Land Information System.

- Building, upgrading, maintaining software for the National Land Information System.

- Building, updating the national land database; managing, administering, connecting, and sharing the national land database.

- Storing, securing, ensuring information safety, and cybersecurity for the National Land Information System.

- Inspecting, checking, and supervising compliance with legal provisions on building, managing, operating, exploiting, and using the National Land Information System.

- Managing service activities in building, providing IT infrastructure services, software, building databases, and providing value-added services using information from the land database system.

- Guiding and implementing the provision of online public services and electronic transactions regarding land.

- Training, coaching, and enhancing the capacity to build, manage, operate, exploit, and use the National Land Information System.

- Other activities as prescribed by law.
