Hanoi: 07 principles for periodic reporting under the management of the Vietnam Ministry of Education and Training (MOET)

On June 29, 2020, the Vietnam Ministry of Education and Training issued Circular 19/2020/TT-BGDDT stipulating the periodic reporting regulations under the state management scope of the Vietnam Ministry of Education and Training.

Circular 19/2020/TT-BGDDT stipulates 07 general principles for the issuance and implementation of periodic reporting policies under the management of the Vietnam Ministry of Education and Training as follows:

  1. The periodic reporting under the management of the Ministry of Education and Training must be prescribed in legislative documents within the authority of the Government of Vietnam, the Prime Minister of Vietnam, and the Minister of Education and Training.

  2. The periodic reporting must ensure the prompt, accurate, and complete provision of information, effectively serving the management, direction, and administration activities of the Government of Vietnam, the Prime Minister of Vietnam, the Ministry of Education and Training, and local state administrative agencies.

  3. The content of the reporting policies must comply with the regulations in documents issued by the National Assembly, the Standing Committee of the National Assembly, the Government of Vietnam, the Prime Minister of the Government of Vietnam, and competent authorities within the state administrative system.

  4. The reporting must be appropriate regarding the subjects required to report, ensuring administrative reform requirements, clarity, consistency, synchronization, feasibility, and avoiding duplication with other reporting policies. Minimize the frequency of reports to save time, costs, and human resources in implementing reporting policies.

  5. The required reporting data must be consistent and unified in terms of concepts, calculation methods, and units of measurement to ensure convenient aggregation and sharing of reporting information.

  6. The application of information technology in implementing reporting policies must promoted to gradually switch from paper reports to electronic reports.

  7. Discipline and order in implementing reporting policies and coordinating and sharing reporting information must be enhanced.
