The following article will provide detailed information about the guidance on the training and professional development plan concerning land valuation starting from August 1, 2024.

On July 31, 2024, the Minister of Natural Resources and Environment of Vietnam issued Circular 12/2024/TT-BTNMT detailing the training, refresher training , and knowledge updates for individuals practicing land valuation consultancy; the framework of training and professional development programs on land valuation in Vietnam.

Guidance on the plan for training and refresher training of land valuation in Vietnam from August 1, 2024

The guidance on the Plan for training and refresher training of land valuation in Vietnam from August 1, 2024 is stipulated in Article 3 of Circular 12/2024/TT-BTNMT as follows:

- Training institutions must meet the following conditions:

+ Be institutions of higher education, vocational education, training, and fostering officials and public employees, or other training organizations established or permitted by the State to operate according to the provisions of law.

+ Have at least 03 full-time lecturers, invited lecturers who meet the statutory standards, professional qualifications, with a master's degree or higher in land management, geodesy, real estate, appraisal, economics, finance, accounting, auditing, banking, and have at least 10 years of direct relevant teaching experience.

Building a training and professional development plan on land valuation (hereinafter referred to as the Training Plan) as per regulations and sending it to the Ministry of Natural Resources and Environment, specifically:

(*) The training and professional development plan on land valuation includes the following contents:

+ Time, form of training, professional development, where direct, concentrated learning time ensures at least 60% of the total duration of the training course.

+ Qualification dossiers of the teaching faculty (including full-time lecturers and invited lecturers).

+ Teaching curricula and materials are based on the framework of training and professional development programs on land valuation issued by the Ministry of Natural Resources and Environment.

+ Exam question sets for the completion of the training and professional development course on land valuation.

- The training plan is built annually, ensuring all contents at point (*).

During the implementation, in case of changes regarding lecturers, the number of expected students, contents, new state regulations related to land valuation in teaching materials, exam question sets, updating knowledge for individuals practicing land valuation consultancy, it is necessary to adjust the training plan and send it to the Ministry of Natural Resources and Environment.

- Training institutions with a Training Plan meeting the conditions specified at point (*) are publicly listed by the Ministry of Natural Resources and Environment on the Electronic Information Portal and issued with a Certificate of Completion of the training and professional development course on land valuation (hereinafter referred to as the Certificate) according to the number of expected students appropriate to the Training Plan.

- The Certificate's code is centrally managed nationwide and issued by the Department of Land Resource Planning and Development. The Certificate's code is recorded on the Certificate for enforcement and monitoring.

Implementation plan for training and refresher training of land valuation in Vietnam from August 1, 2024

Training institutions publicly listed by the Ministry of Natural Resources and Environment on the Electronic Information Portal shall implement the Training Plan as follows:

(1) Implement training and professional development activities on land valuation according to the Training Plan reported to the Ministry of Natural Resources and Environment.

(2) Collect students' feedback on the quality of the training and professional development course on land valuation at the end of the course as per the contents specified in Form No. 01 of Appendix I attached to Circular 12/2024/TT-BTNMT.

(3) Organize exams based on the exam question sets for the completion of the training and professional development course on land valuation.

(4) Issue Certificates ensuring the contents according to Form No. 02 of Appendix I attached to Circular 12/2024/TT-BTNMT for those students who meet the conditions for completing the training and professional development course on land valuation as per the training and development regulations of the training institution.

(5) Within no more than 05 working days from the date of Decision to issue the Certificate, the training institution shall carry out the following contents:

- Report to the Ministry of Natural Resources and Environment the results of training and professional development, including listings of teaching faculty, student participation evaluations, exam results for completing the training and professional development course on land valuation, Certificate issuance and use of Certificate codes, consolidated student evaluations of the training course quality, and related contents.

The training result report must be accompanied by a list of individuals issued Certificates according to Form No. 03 of Appendix I attached to Circular 12/2024/TT-BTNMT;

- Publicize the list of students issued Certificates on the Electronic Information Portal or Website of the training institution.

(6) The dossiers and reports stipulated in this Article shall be sent directly or via the Electronic Information Portal of the Ministry of Natural Resources and Environment or through a specialized reporting software system when this system is developed and operational.

(7) The training institution shall make unscheduled reports when required by the competent state authority on the organization of training and professional development on land valuation, updating knowledge for individuals practicing land valuation consultancy; and provide full, accurate, and timely information, documents, and reports as required.

(8) The training institution shall self-assess and take full responsibility for ensuring the conditions stipulated at points a and b, Clause 3, Article 36 of Decree 71/2024/ND-CP before developing the Training Plan, organizing the implementation of the Training Plan, issuing Certificates, managing and using Certificate codes, the reports stipulated in Clauses (5), (6), and (7) and complying with other related laws.
