According to Article 8 of Decree 138/2020/ND-CP, the official recruitment exam in Vietnam consists of two rounds, as follows:

Round 1: General knowledge and ability test

- Test format: multiple-choice test on a computer.

In cases where the recruiting agency does not have the conditions to conduct computer-based tests, the test will be conducted on paper.

In cases where the computer-based test is conducted, there will be no computer-related questions.

- The test consists of 3 parts, with the following time limits:

Part I: General knowledge, 60 questions on general understanding of the political system, organization, and apparatus of the Party, State, political, and social organizations; state administrative management; civil servants; public duties, and other knowledge for competence assessment. Test duration: 60 minutes;

Part II: Foreign Language, 30 questions according to the requirements of the job position in one of the following languages: English, Russian, French, German, Chinese, or other languages determined by the head of the recruiting agency. Test duration: 30 minutes;

Part III: Informatics, 30 questions according to the requirements of the job position. Test duration: 30 minutes.

- Exemption from the foreign language test is applicable to the following cases:

Having a foreign language degree with the same or higher level of training as required for the job position;

Having a foreign degree with the same or higher level of training as required for the job position and recognized in Vietnam according to regulations;

Having a certificate of a minority ethnic language or being a member of a minority ethnic group, in the case of recruitment for civil service in areas inhabited by minority ethnic groups.

- Exemption from the informatics test is applicable to cases with a diploma from an intermediate level or higher in related fields of informatics and information technology.

- The results of round 1 will be determined based on the number of correct answers for each test section specified in point b of this article. If the candidate answers correctly 50% or more of the questions for each test section, they will proceed to round 2.

Round 2: Professional skills and expertise test

- Test format: Based on the nature, characteristics, and requirements of the job position, the head of the recruiting agency will decide one of three test formats: interview, written test, or a combination of interview and written test.

- Test content: assessing knowledge of the Party's guidelines and policies, laws, and regulations related to the sector or field of recruitment; assessing the candidate's ability to perform official duties as required by the job position.

  • The test content for professional skills and expertise must be based on the duties and professional standards of the civil servant position and be appropriate for the requirements of the job position. In the same recruitment examination, if there are job positions with different requirements for professional skills and expertise, the recruiting agency must construct different test papers corresponding to the requirements of each job position.

- Test duration: 30 minutes for the interview (with no more than 15 minutes for preparation before the interview); 180 minutes for the written test (excluding the time for copying the test). In the case of a combination of interview and written test, the time for the interview and the time for the written test will be conducted as specified in this article.

- Scoring scale (interview, written test): 100 points. In the case of a combination of interview and written test scores, the ratio of interview and written test scores will be decided by the Chairperson of the Examination Council, but the total score must be 100.

- In cases where the management agency for civil servants has higher specific requirements for the content, format, and time of the round 2 test, they must reach a consensus with the Ministry of Home Affairs before implementation.
