Decree 72/2018/ND-CP officially increases the statutory pay rate from 1,300,000 to 1,390,000 VND starting from July 1, 2018. The salary table, allowances, and other policies are also increased. So, who benefits from the increase in the statutory pay rate?
According to the provisions of Article 2 of Decree 72/2018/ND-CP, the salary and allowance increase shall apply to the following 09 subjects:
1. Officials and public employees from the central to district levels as stipulated in Clauses 1 and 2 of Article 4 of the 2008 Law on Officials and Public Employees; 2. Officials and public employees at the commune level as stipulated in Clause 3, Article 4 of the 2008 Law on Officials and Public Employees; 3. Employees in public service providers as stipulated in the 2010 Law on Public Employees; 4. Persons working under labor contracts with salary arrangements pursuant to Decree 204/2004/ND-CP on salary regime for officials and public employees, and armed forces, including: a) Persons working under labor contract policies in agencies, units of the Communist Party, the State, political-social organizations as stipulated in Decree 68/2000/ND-CP on implementing labor contract policies for certain types of work in state administrative agencies and public service providers; b) Persons working under labor contract policies within the allocated workforce approved by the competent authority at public service providers as stipulated by the Government of Vietnam and the Prime Minister of Vietnam; 5. Persons working within the payroll quota in associations receiving state budget funding for operational costs as stipulated in Decree 45/2010/ND-CP on organization, operation, and management of associations; 6. Officers, professional soldiers, non-commissioned officers, soldiers, and defense workers, public employees working under labor contracts in the Vietnam People's Army; 7. Officers, non-commissioned officers receiving salaries, conscripted non-commissioned officers, soldiers, and public security workers working under labor contracts in the People's Public Security; 8. Persons working in cryptographic organizations; 9. Non-specialized workers at commune level, in hamlets, and residential groups. |
Decree 72/2018/ND-CP takes effect from July 1, 2018, replacing Decree 47/2017/ND-CP.
