The Government of Vietnam issued Directive No. 21/CT-TTg on August 05, 2021 on improving implementation efficiency and renovation of the financial and income management mechanism in association with the characteristics of the State administrative agencies.
The Prime Minister of Vietnam requested (1) the ministries and branches to apply the financial mechanism associated with specific characteristics and (2) the ministries and branches with their subordinate administrative agencies to apply the financial mechanism associated with the characteristics of the unit to: prepare necessary work to implement the above roadmap, in which focus on the implementation of specific tasks as follows:
- Review documents promulgated by ministries and central agencies, and submit them to competent authorities for amendments according to their competence to annul the contents related to the regime of allowances and non-salary expenditures of officials and civil servants originating from the State budget (such as: fees for meetings, fees for formulation of legal documents, projects, seminars, etc.), which specifies the completion time to ensure the above documents’ effect to be the same as the implementation of the new salary regime according to the Resolution No. 27-NQ/TW.
- Analyze, evaluate, propose and recommend solutions and mechanisms to ensure the operational efficiency of agencies and units after implementing the new salary policy according to the Resolution No. 27-NQ/TW (in which has the solutions and mechanisms to ensure sources for the implementation of the tasks of spending on investment in equipment, facilities and technical facilities and other necessary expenses, in addition to salary and income) on the basis of regulations on the State budget, fees and charges and relevant legal provisions of Vietnam.
In addition, the Prime Minister of Vietnam also requested the ministries, branches and agencies to closely coordinate with the Ministry of Home Affairs to finalize regulations on the regime of civil servants and public servants, determine job positions, and structure of civil servants of the management units associated with titles, positions and professional tasks. At the same time, review and finalize the mechanism and policy to evaluate cadres and civil servants associated with salary policy reform to promote responsibility and improve the work quality and efficiency.
