How Employees Not Receiving Unemployment Benefits Can Receive COVID-19 Assistance

Recently, the Prime Minister of the Government of Vietnam has issued Decision 15/2020/QD-TTg on the implementation of policies to support citizens facing difficulties due to the COVID-19 pandemic.

Word file of the forms for people to proceed with the procedures to receive support due to Covid-19

Employees whose labor contracts or work contracts have been terminated but do not qualify for unemployment benefits will receive financial support due to Covid-19 when they meet the following conditions:

First, have entered into a labor contract or work contract before April 1, 2020, and are participating in compulsory social insurance.

Second, terminate the labor contract or work contract between April 1, 2020, and June 15, 2020, but do not qualify for unemployment benefits as prescribed.

Third, have no income or have an income lower than the near-poor standard as regulated in Decision 59/2015/QD-TTg dated November 19, 2015, by the Prime Minister of the Government of Vietnam.

Regarding the dossier, order, and procedures, they are as follows:

- Application dossier as per the Appendix attached to this Decision.

- The commune-level People's Committee reviews and confirms the income level, compiles the list, and submits it to the district-level People's Committee.

- The district-level People's Committee appraises and submits it to the Chairman of the provincial-level People's Committee within 2 working days.

- The Chairman of the provincial-level People's Committee approves the support list and financial support; concurrently directs the implementation of the support payment within 3 working days. In case of non-approval, the Chairman of the provincial-level People's Committee responds in writing, stating the reasons clearly.
