Draft 1 of the Circular stipulating the list of light works allowed to employ persons in Vietnam is in the process of seeking comments and is expected to take effect from January 01, 2021.

This Draft Circular stipulates that the List of works allowed to employ persons aged 13 to under 15 in Vietnam includes:
- Works allowed to employ persons aged under 13 to work as stipulated in Clause 3, Article 145 of the Labor Code 2019 such as artistic, physical training, and sports activities that do not harm the physical, mental development, or character of the involved individual and must have the consent of the professional labor agency under the provincial People's Committee;
- Traditional jobs: drawing dots on ceramic, sawing clams, painting lacquer, making poonah paper, conical hat, making incense, drawing dots on hat, mat weaving, drum making, brocade weaving, making rice noodles, bean sprouts, making rice noodle (vermicelli);
- Arts and crafts: embroidery, art wood, making horn comb, weaving net, making Dong Ho paintings, molding toy figurines;
- Wicker, making home appliances, fine art crafts from natural materials such as: rattan, bamboo, neohouzeaua, coconut, banana, water hyacinth;
- Rearing silkworms;
- Packing coconut candy.
According to this Draft, employers hold the responsibility to review the works currently assigned to persons aged 13 to under 15 in Vietnam; only those works listed above are permissible for persons in this age group.
At the same time, when recruiting for the first time persons aged 13 to under 15 in Vietnam, the employer must notify in writing the Department of Labor, War Invalids and Social Affairs of the province or municipality where the employer is headquartered within 30 days from the date of first recruitment.
