2. Guidelines for salary ranking of civil servants in agriculture and rural development in Vietnam
Specifically, in Clause 1, Article 24 of Circular 08/2022/TT-BNNPTNT, the ranks of civil servants in the agriculture and rural development sectors according to regulations will apply the professional salary table for cadres and civil servants in state agencies (Table 2) issued together with Decree 204/2004/ND-CP (amended in Decree 17/2013/ND-CP) as follows:
- The ranks of main ranger, chief fisherman, and chief fisherman are entitled to a salary coefficient of class A2, group A2.1, from a salary coefficient of 4.40 to a salary coefficient of 6.78.
- The rank of main animal quarantine officer, main plant quarantine officer, and main dyke controller are entitled to salary coefficients for civil servants of type A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38.
- The rank of animal quarantine officer, plant quarantine officer, dike controller, ranger, fisherman, and fisherman is entitled to a salary coefficient of grade Al, from a salary coefficient of 2.34 to a salary coefficient of 4.98.
- The ranks of animal quarantine technician, plant quarantine technician, intermediate dike controller, intermediate ranger, intermediate fisherman, Intermediate-level fisheries surveillance crew members are entitled to a salary coefficient of class B civil servants, ranging from a salary coefficient of 1.86 to a salary coefficient of 4.06.
3. General standards of civil servants in agriculture and rural development in Vietnam
General standards on political, ethical and lifestyle qualities of civil servants in the agriculture and rural development sector are specified in Article 4 of Circular 08/2022/TT-BNNPTNT, specifically as follows:
- Having a strong political opinion and bravery, consistent with Marxism-Leninism and Ho Chi Minh's thought; firmly grasp the guidelines, lines and regulations of the Party, policies and laws of the State; loyal to the Fatherland and abiding by the Constitution of the Socialist Republic of Vietnam; protect the interests of the nation, people and people.
- Fully fulfilingl the obligations of civil servants in accordance with the law; obey the law, maintain discipline and administrative discipline, abide by the assignment of tasks of superiors, model the implementation of internal rules and regulations of the agency.
- Dedication, responsibility, integrity, honesty, objectivity, fairness and exemplary in performing official duties; politeness, culture and standards in communicating and serving the people.
- Having a healthy, modest and united lifestyle and activities; need, thrift, integrity, righteousness, justice and impartiality; not taking advantage of public affairs to seek personal benefits; no bureaucracy, corruption, wastefulness, negativity.
- Regularly having a sense of learning and training to improve political quality, ethics, lifestyle, public service ethics and qualifications and capacity.
