Decision 29/2017/QD-UBND of the Ho Chi Minh City People's Committee stipulates policies on care, management, and nurturing for beggars without stable residences, and those living in public places without stable residences as follows:

Persons eligible for care and nurturing in the community:
- Monthly social allowance with a standard allowance (minimum) of 270,000 VND (not multiplied by the coefficient corresponding to each subject)
- Issuance of health insurance cards (health insurance);
- Assistance in education, training, and vocational training;
- Funeral expense support.

Persons living in households receiving care and nurturing:
- Meals during the time of living in households receiving care and nurturing at the level: 40,000 VND/person/day;
- Treatment expenses in case of having to be treated at medical facilities without health insurance cards;
- Expenses for transporting the entity to the place of residence or social protection establishment or social house.

Persons subject to care and nurturing at social protection establishments and social houses:
- The lowest monthly nurturing allowance is 270,000 VND;
- Issuance of health insurance cards without fees;
- Support for funeral expenses upon death at a rate equal to 20 times the standard social support rate;
- Provision of supplies for daily activities, blankets, curtains, mats, summer clothes, winter clothes, underwear, face towels, shoes, slippers, toothbrushes, common medicines, monthly personal hygiene for women of childbearing age, books, notebooks, school supplies for schooling subjects and other expenses as prescribed;
- Support for education, training and job creation.
