This is one of the contents of the Plan for developing legal normative documents issued by the Ministry of Agriculture and Rural Development under Decision 238/QD-BNN-PC.
According to the plan of the Ministry of Agriculture and Rural Development (MARD), 03 new laws have been included in the legislative construction program:
- Law on Irrigation. Currently, the Draft of this Law is being collected for public opinion and is expected to be submitted to the National Assembly in May for approval.- The Law on Crop Production. Currently, the Draft outline is under submission to the Government of Vietnam, and it is expected to be submitted to the National Assembly for feedback in May.- The Law on Animal Husbandry. The current draft outline is under submission to the Government of Vietnam and is expected to be submitted to the National Assembly for feedback in May.
Additionally, 02 laws will be amended in 2017, and it is expected to be submitted to the National Assembly for approval in October:
- Law on Forest Protection and Development- Law on Fisheries
Also, according to Decision 238, the legislative construction program submitted to the Government of Vietnam and the Prime Minister of the Government of Vietnam includes 08 Decrees and 04 Decisions as follows:
- Decree amending and supplementing Decree118/2014/ND-CP on the arrangement, renewal, and development of agricultural and forestry companies;
- Decree replacing Decree53/2012/ND-CP on the amendment and supplementation of certain provisions of Decrees in the fisheries sector;
- Decree amending and supplementing Decree67/2014/ND-CP on some policies for fisheries development;
- Decree prescribing specific policies on breeds, capital, and technology in the development of medicinal plant cultivation and exploitation;
- Decree amending and supplementing Decree66/2006/ND-CP of the Government of Vietnam on rural profession development;
- Decree on policies supporting mechanization and reducing post-harvest losses in agriculture (amending and supplementing Decision68/2013/QD-TTg dated November 14, 2013 on policies for reducing post-harvest losses);
- Decree prescribing the sanctioning of administrative violations in the veterinary field;
- Decree on policies promoting cooperation and linkage in production and consumption of agricultural products;
- Decision defining the functions, tasks, powers, and organizational structure of the General Department of Fisheries under MARD;
- Decision defining the functions, tasks, powers, and organizational structure of the General Department of Irrigation under MARD;
- Decision defining the functions, tasks, powers, and organizational structure of the General Department of Forestry under MARD;
- Prime Minister's Decision on policies on occupational allowances for Fisheries Inspectors and preferential allowances for Fisheries Vessel crew members.
In addition, MARD also plans to develop 17 new or amended Circulars in 2017. Examples include:
- Circular guiding the implementation of certain provisions of Decree 15/2015/ND-CP on investment in the form of public-private partnership in agriculture and rural areas;- Circular amending and supplementing certain provisions of Circular 50/2011/TT-BNNPTNT guiding Decision 69/2010/QD-TTg dated November 3, 2010 on the authority, order, and procedures for recognizing high-tech agricultural enterprises;- Circular amending and supplementing Circular 40/2013/TT-BNNPTNT list of endangered species of wild animals and plants stipulated in the Appendices of the Convention on International Trade in Endangered Species of Wild Fauna and Flora;- Circular amending and supplementing Circular 34/2014/TT-BNNPTNT guiding the quality inspection of imported salt.
