This is the significant content stipulated in Official Telegram 2954/CD-BVHTTDL regarding the cessation of entertainment activities during the National Mourning Days for former General Secretary Le Kha Phieu.
Suspend all recreational activities on August 14 and 15, 2020 (Illustrative image)
After a period of severe illness, despite being wholeheartedly treated by the Communist Party, the State, a collective of professors, and dedicated doctors, and being well cared for by his family, Comrade General Secretary Le Kha Phieu passed away at 2:52 AM on August 7, 2020, in Hoang Kiem District, Hanoi, at the age of 89.
Pursuant to Decree 105/2012/ND-CP regarding the organization of funerals for officials and public employees, the Ministry of Culture, Sports and Tourism requests the implementation of certain ceremonies during the National Mourning Days as follows:
First, regarding the flying of mourning flags
- All agencies and offices nationwide, as well as Vietnamese representative agencies abroad, shall fly the National Flag at half-mast for the 02 days of National Mourning (August 14 and 15, 2020);- The mourning flag is the National Flag with a black mourning band (the size of which is 1/10 the width of the flag, length along the length of the flag, and only fly the flag at 2/3 of the height of the flagpole, with a black fabric band tied so that the flag does not flap).
Second, regarding the visitation ceremony
- Visitation ceremony: Start from 8:00 AM on August 14, 2020, to 12:00 PM on August 15, 2020 (visiting delegations shall only bring mourning armbands, not wreaths).- Funeral and procession ceremony: Held at 12:30 PM on August 15 at the National Funeral Hall, No. 05 Tran Thanh Tong, Hanoi.- Burial ceremony: Held at 2:00 PM on August 15, 2020, at Mai Dich Cemetery, Hanoi.
Third, regarding the suspension of recreational activities during the National Mourning Days
- Central Committees, Ministries, Committees, State administrative and non-business units shall suspend or postpone the organization of cultural and artistic activities, sports competitions, and other recreational activities for 02 days (August 14 and 15, 2020).- The People's Committees of the provinces and centrally affiliated cities shall direct and guide organizations, individuals, and amusement establishments to suspend or postpone the organization of art programs, sports competitions, and other recreational activities in their jurisdiction for 02 days (August 14 and 15, 2020).- Strictly implement measures to prevent and control the Covid-19 epidemic in the new situation.
