According to the Draft Decree on standards and norms for the use of automobiles, the purchase price of automobiles for official duties of leadership positions are regulated as follows:

Maximum Purchase Price for Vehicles Serving Designated Positions: 1,100 Million VND/Vehicle
Applicable to positions requiring regular use during official duty:
- Head of the Central Committee of the Communist Party, Member of the Central Executive Committee of the Communist Party, Chairman of the National Assembly’s Ethnic Council, Member of the Standing Committee of the National Assembly, Chairmen of the Committees of the National Assembly; State Auditor General; Ministers, Heads of Ministerial-level agencies, Deputy Ministers of Defense, Deputy Ministers of Public Security, Vice Chairman cum General Secretary of the Central Committee of the Vietnam Fatherland Front, Heads of central unions and similar ranks, and positions with a starting salary coefficient of 9.7 or higher;- Secretary of the Provincial Party Committee, City Party Committee of centrally governed provinces, cities (EXCLUDING Hanoi and Ho Chi Minh City);- Positions in Hanoi and Ho Chi Minh City: Deputy Secretary of the City Party Committee, Chairman of the City People’s Council, Chairman of the City People’s Committee, Head of the National Assembly Delegation.
Maximum Purchase Price for Vehicles Serving General Official Duty: 720 Million VND/Vehicle
For general official duty purposes:
- At central agencies, organizations, and units;- At local agencies, organizations, and units;- At central and local enterprises;- At Project Management Boards.
In cases where it is necessary to purchase 12 to 16-seat vehicles for duty or 4WD vehicles due to frequent travel in mountainous districts, island areas, and regions with special difficulties, the maximum purchase price is 1,100 million VND/vehicle.
Purchase Price for Specialized Vehicles
The purchase price for specialized vehicles serving at agencies, organizations, units, Project Management Boards is determined by the relevant Minister, Head of the central agency, or Chairman of the provincial People's Committee within their management scope;
In necessary cases where there is a need to equip specialized vehicles not serving at agencies, organizations, units, Project Management Boards, the purchase price for specialized vehicles is determined by the Prime Minister of the Government of Vietnam.
The above vehicle purchase prices include taxes mandated by law but DO NOT include:
- Registration fee;- License plate issuance fee;- Insurance fee;- Inspection fee;- Road maintenance fees related to vehicle use.
In cases where vehicles are tax-exempt, the exempted tax amount must be accounted for to determine standards and norms. In cases of transfer or acceptance, the remaining value of the vehicle is used as the basis for determining standards and norms.
