Regarding this issue, LawNet would like to answer as follows:

1. Standards of specialized health inspectors in Vietnam

According to Article 3 of Circular 34/2021/TT-BYT, health inspectors must fully meet the following criteria:

- Standards as prescribed in Article 12 of Decree 07/2012/ND-CP.

- Having a certificate of professional training in inspections or higher for those who have worked at a state inspection agency, or a certificate of professional training in specialized medical inspection in the field assigned to perform their tasks.

2. Regulations on uniforms of medical inspectors in Vietnam

Specifically, Article 5 of Circular 34/2021/TT-BYT stipulates the uniform of medical inspectors as follows:

(1) The uniform of the medical inspector shall comply with the provisions of Circular 02/2015/TT-TTCP and the provisions of (2).

(2) The attire of each leading title and the medical inspector is as follows:

- The head of the specialized health inspection agency under the Ministry of Health is granted the uniform of Chief Inspector of the Ministry.

The deputy head of the head of the specialized health inspection agency under the Ministry of Health is granted the uniform of Deputy Chief Inspector of the Ministry.

- The head of the medical inspection advisory section of the Ministry of Health's specialized health inspection agency shall be given the same uniform as the head of the department under the Ministry's Inspectorate.

The deputy head of the medical inspection advisory department under the health inspection agency under the Ministry of Health and the head of the medical inspection agency under the Department of Health are granted the same uniform as the deputy head of the department of the Inspectorate of the Ministry.

The deputy head of the head of the specialized health inspection agency under the Department of Health is granted the uniform of the Deputy Chief Inspector of the Department.

- The head of the specialized inspection advisory section of the specialized health inspection agency under the Department of Health is granted the same outfit as the head of the department under the Ministry's Inspectorate, but with less than one metal horizontal line on the shoulder.

The deputy head of the specialized inspection advisory section of the specialized health inspection agency under the Department of Health shall be provided with the same attire as the head of the specialized inspection advisory section of the specialized health inspection agency. under the Department of Health but less than a metal star on the shoulder.

- Public health inspectors who do not hold leadership or management positions may be granted the same uniform as inspectors who do not hold leadership or management positions.

3. Regulations on management and distribution of uniforms for medical inspectors in Vietnam

The regime of management and distribution of uniforms for medical inspectors shall comply with Article 6 of Circular 34/2021/TT-BYT, specifically as follows:

- Standards and deadlines for the issuance of uniforms for medical inspectors shall comply with Article 3 of Joint Circular 73/2015/TTLT-BTC-TTCP.

- The rules for the allocation and use of uniforms for health inspectors comply with the provisions of Article 5 of Joint Circular 73/2015/TTLT-BTC-TTCP.

Depending on specific conditions, the head of the health inspection agency or the governing body of the health inspection agency shall consider and decide on the purchase of clothing for the medical inspector or provide money for each individual to make their own clothes according to the regulations on standards, forms, colors, and designs of costumes.

- The specialized health inspection agency shall make estimates, manage, and finalize the cost of garment procurement for public health inspectors according to the provisions of Article 6 of Joint Circular 73/2015/TTLT-BTC-TTCP.
