Recently, the Ministry of Industry and Trade (MOIT) issued Official Dispatch No. 2698/BCT-DTDL regarding the support for electricity price reduction and electricity bill reduction for customers using electricity affected by the Covid-19 pandemic.

The Ministry of Industry and Trade provides guidance on implementing electricity price reductions and electricity bill reductions for electricity consumers to alleviate difficulties in the context of the impact of the Covid-19 pandemic.
Accordingly, the total time period for which customers will be supported with electricity bill reductions and electricity price reductions is 03 months. The specific timings for electricity price reductions and bill reductions are as follows:
- For residential electricity consumers, the consumption during the billing cycles starting in April, May, and June 2020 (determined according to the monthly meter readings of the electric utility company) will receive the corresponding price reductions in the billing cycles of May, June, and July 2020.
- For non-residential electricity consumers (manufacturing, business, administrative services, etc.), the reduction is effective from the nearest billing cycle starting from the date this document is issued.
- For customers who are lodging and tourism establishments: EVN and the Departments of Industry and Trade of provinces and centrally governed cities will issue detailed guidance, ensuring the implementation of electricity price and bill reductions for the correct subjects and within the appropriate period according to the social distancing situation in each locality.
After the period of price reduction, the electricity selling price will revert to the regulations as per Decision 648/QD-BCT.
