On June 16, 2017, the Prime Minister of Vietnam signed Decision 886/QD-TTg approving the Target Program for Sustainable Forestry Development for the 2016 - 2020 period with the following notable contents:
5 Specific Goals by 2020
1. | The growth rate of forestry production value reaches 5.5 - 6.0% per year; |
2. | The national forest coverage rate reaches 42%, total forest area reaches 14.4 million hectares; |
3. | The average yield of planted forests reaches 20 m^3^/ha/year; |
4. | The export value of wood and forestry products reaches 8.0 - 8.5 billion USD; |
5. | Maintain stable employment for 25 million people, increase income, contribute to poverty reduction, improve the livelihoods of forest workers, in conjunction with building new rural areas and ensuring security and defense. |
Program Targets
Beneficiaries: | Organizations, households, individuals participating in forest protection and development |
Implementing Subjects: | + The public and village communities; + Political system from central to local levels; + Businesses and economic and social organizations. |
Total Investment: 59,600 billion VND. Including:
- Central budget for the Program: 14,575 billion VND, including:
- Development investment capital: 9,460 billion VND;
- Non-business capital: 5,115 billion VND.
In case the development investment capital is not sufficiently allocated during the period, an extension is allowed for implementation.
- ODA and other sources: 45,025 billion VND.
Some Investment Contents:
- Investment in the construction of high-tech forestry zones and forestry product marketing (01 in the North, 01 in the Central, and 01 in the South);
- Support for investment in the processing of plantation wood for the Northwest provinces, provinces with poor districts according to Resolution 30a/2008/NQ-CP dated December 27, 2008 of the Government of Vietnam;
- Support for the construction of forestry roads for units and localities with concentrated raw material areas in economically and socially difficult conditions; investment in upgrading forest fire prevention and fighting equipment; construction of infrastructure and services to serve forest protection tasks at Forest Management Boards.
Some Key Tasks:
- By 2020, increase special-use forests by 100,000 hectares;- Ensure the restoration and conservation of 15% of degraded forest ecosystem areas;
- Newly plant and replant forests after exploitation: 1,025,000 hectares. Of which:
- 75,000 hectares of protective and special-use forests;
- 200,000 hectares of intensive large timber plantations;
- Allow natural regeneration of forests: 360,000 hectares/year;
- Plant scattered trees: 250 million trees;
- Transform small timber plantations into large timber production forests: 90,000 hectares;
- The proportion of plantation area with controlled seed quality: 75 - 80%.
