Practicing Thrift and Anti-Wastefulness: Reducing Staffing by 1.5 - 3%

This is one of the important objectives of the overall program of the Government of Vietnam on practicing thrift and combating waste in the period 2016-2020 and the year 2017, as mentioned in Official Dispatch 6170/BTC-PC dated May 12, 2017.

According to the content of Official Dispatch 6170/BTC-PC of the Ministry of Finance, to effectively construct and implement the Program for Practicing Thrift and Combating Wastefulness and bring it into life, ministries, sectors, and localities need to focus on:

- Constructing and promulgating the Program for Practicing Thrift and Combating Wastefulness based on the key and essential tasks of the sector, field, and locality, the socio-economic development plan, the Development Strategy of the sector and field, and the development plan of the locality; suitable to the actual conditions, scope, and management fields.- Ensuring coverage of the scopes and fields under the management scope and area; assigning, organizing the implementation, and deploying it to the units and organizations under the management scope of the sector and locality.- Closely following the objectives of the Government of Vietnam's overall Program on Practicing Thrift and Combating Wastefulness, ensuring that the sector, field, and locality's targets for thrift and requirements against wastefulness (overall thrift targets) are not lower than the targets specified in the Government of Vietnam's overall Program on Practicing Thrift and Combating Wastefulness for 2016-2020 and for the year 2017.

Particularly for the year 2017, the Program for Practicing Thrift and Combating Wastefulness needs to be based on the orientation in the Government of Vietnam's overall Program on Practicing Thrift and Combating Wastefulness for 2016-2020 and the Program for Practicing Thrift and Combating Wastefulness for 2016-2020 of the ministry, sector, and locality to set appropriate objectives and targets, clearly identifying which targets can be achieved in 2017 and which targets must be implemented throughout the whole period.

Especially focusing on the specific targets:

- Ensuring that in 2017, the target of reducing the staffing of official and career positions assigned in 2015 by 1.5% to 2% is achieved. Ministries, central authorities, and local authorities that have not reduced career staffing in 2016 compared to the staffing assigned in 2015 must reduce it by at least 3% of the staffing assigned in 2015 in 2017.- Saving at least 12% of the budget allocated for conferences, seminars, forums, meetings, receptions, ceremonies, festivals, anniversary celebrations, fuel, electricity, water, office supplies, books, newspapers, magazines; limiting the budget allocation for overseas research and survey trips; saving at least 15% of the expenditures on outbound and inbound delegations.- Restricting the purchase of automobiles (except for specialized vehicles) and expensive equipment; the purchase of new automobiles (including vehicles serving officials, vehicles for general tasks, and specialized vehicles) by agencies, organizations, and units is only allowed when it meets the conditions prescribed by regulations.- Cutting 100% of the groundbreaking, inauguration ceremonies for basic construction projects, except for nationally important projects, Group A projects, and projects of significant economic, political, and socio-cultural importance to the locality.- Combating wastefulness, improving the quality of survey, design, construction solutions, and project appraisal; limiting adjustments to design during the construction process; striving to achieve a 10% saving on the total investment capital.
