List of poisonous drugs and toxic materials used in drugs is developed based on documents regarding drug safety or the active ingredient; in line with the actual usage and supply of drugs in Vietnam; referring to the classification of poisonous drugs and toxic materials used in drugs from other countries.

List of toxic drugs, toxic materials for making drugs according to the Draft Circular includes:
- List of chemical drugs, vaccines, biological products, and toxic pharmaceutical substances.- List of toxic herbal drugs.
Accordingly, the related concepts are defined as follows:
- Toxic drugs are drugs containing highly toxic pharmaceutical substances, which can cause health or life-threatening dangers to users even with minimal direct contact or usage at very small doses, or can cause serious adverse reactions under normal use conditions, and belong to the List issued with this Circular.- Toxic pharmaceutical substances are highly toxic pharmaceutical substances and belong to the List issued with this Circular.- Toxic herbal materials are herbal materials listed in the List of toxic herbal materials used for making drugs in Vietnam issued by the Minister of Health.- Serious adverse drug reactions are harmful reactions leading to one of the following consequences:- Death;- Life-threatening;- Hospitalization or prolonged hospitalization;- Severe or permanent sequelae;- Congenital malformations in the fetus and other similar consequences.
The selection of the List of toxic drugs and toxic materials for making drugs is based on the following criteria:
- Drugs or pharmaceutical substances with high toxicity, which can cause health or life-threatening dangers to users even with minimal direct contact or accidental usage at very small doses.- Drugs with a narrow therapeutic index, requiring supervision by a physician during usage.- Drugs which may cause serious adverse reactions already known or recommended by the World Health Organization, competent authorities of Vietnam, or abroad during usage.
