Information Provided for the Operation of the Ministry of Public Security’s Electronic Information Portal

Draft No. 2 Circular regulating the provision of information to ensure the operation of the Ministry of Public Security’s Electronic Information Portal is currently in the period of soliciting comments and is expected to take effect in 2020.

According to the guidance in this Draft, the information provided for the operation of the Electronic Information Portal of the Ministry of Public Security is public information, not classified as state secrets, and not information or documents prohibited from public disclosure in mass media, and must comply with Article 5 of Decree 43/2011/ND-CP and Clause 1, Article 5 of Decree 72/2013/ND-CP.

Based on the assigned functions and tasks, the police units and localities shall proactively provide fully, accurately, and promptly the following informational content:

1. General information publicly disclosed regarding the functions, tasks, and organization of the Ministry of Public Security and the police units and localities.

2. Information on the visits and working activities of the leaders of the Communist Party, the State to the People's Public Security force, the leadership of the Ministry of Public Security with police units and localities; conferences, seminars, events organized or participated by the Ministry of Public Security; foreign affairs activities of the Ministry of Public Security; information and documents serving the ministry's leaders in receiving international guests, attending conferences, seminars in Vietnam and abroad; conferences, seminars, events organized by the police units and localities.

3. Directives from the Communist Party and the State related to the work of national security protection, social order, and safety assurance, crime prevention and combat, and law violations, and the building of the People's Public Security deemed necessary for public information and propaganda.

4. Directives and operational management opinions of the leaders of the Ministry of Public Security, leaders of the police units and localities that need to be posted on the Internet, serving the purposes of propagation, orientation, understanding, and directive. The perspectives and solutions of the Ministry of Public Security, police units, and localities on issues of public and media concern.

5. Information related to the work of national security protection, social order, and safety assurance, crime prevention and combat, and law violations, and the building of the People's Public Security; schemes, methods, and tricks of various types of crimes, especially new types of crimes, threats, and impacts on national security, and social order and safety that need to be promptly warned to agencies, businesses, organizations, and citizens.

6. Periodical work results or major thematic work results on national security protection, social order, and safety assurance, crime prevention and combat, and law violations, and the building of the People's Public Security by the Ministry of Public Security and police units and localities.

7. Information on cases under the jurisdiction of the Ministry of Public Security and police units and localities that the investigating agency deemed necessary to be informed on the Ministry's Electronic Information Portal for matters beneficial to investigative activities and crime prevention, and combat work.

8. Information on building nationwide movements to protect the motherland’s security; emulation movements launched by the Communist Party, the Government of Vietnam, the Ministry of Public Security, and police units and localities; exemplary role models, beautiful images, and acts of bravery by officers and soldiers of the public security force; activities of the People's Public Security force in responding to, assisting the people in the work of prevention, and overcoming consequences caused by natural disasters, incidents, accidents.

9. Information on the work of criminal justice enforcement; the implementation of decisions on amnesty, reduction of imprisonment time, conditional early release, and community reintegration work for those who have completed their sentences; dissemination, and expansion of models and examples in the work of receiving, managing, educating, and assisting pardoned individuals, those granted conditional early release, and those who have completed decisions to be placed in compulsory education institutions and reformatory schools for community reintegration.

10. Information allowed for public disclosure regarding personnel organization and recruitment; the work of training, fostering officers, and recruitment activities within the People's Public Security force.

11. Information on inspection activities within the People's Public Security force; the citizen reception schedule of the Ministry of Public Security's leaders; citizen reception activities, complaint, and denunciation resolution as per legal regulations on complaints and denunciations; prevention and combat against corruption as per legal regulations.

12. Information on projects, investment categories, bidding, and public procurement.

13. Information on scientific research projects, scientific and technological products within the public security sector (serving civil purposes).

14. Information on wanted individuals; new Interpol bulletins issued.

15. Information on legal and administrative reform, and judicial activities.

16. Responses to questions from organizations and individuals within the scope of management of the Ministry of Public Security, police units, and localities. Results of handling, responses to reflections, recommendations on the People's Public Security; feedback reception, and explanation of comments on draft documents from agencies, organizations, and individuals.

17. Information on public online services implemented by the Ministry of Public Security, police units, and localities.

18. Information on complicated cases and issues occurring at police units and localities that the public and citizens are concerned about.

19. Information provided directly by the leaders of police units and localities to the press that does not go through the Electronic Information Portal or the Information Portal of the respective unit or locality.

20. Other information as required by the Government of Vietnam or the leadership of the Ministry of Public Security.

Information provision forms ensuring the operation of the Electronic Information Portal of the Ministry of Public Security on the Internet as per this Circular include:

- Inviting officials from the Electronic Information Portal of the Ministry of Public Security to attend and report the information;
