How to calculate the salaries of the General Secretary, President, and Prime Minister of Vietnam?
Regarding this issue, LAWNET would like to answer as follows:
1.Salary of General Secretary
The General Secretary is the head of the Communist Party of Vietnam. Currently, salaries for leaders of the Party, Front, and Central mass organizations are calculated based on the salary table issued together with Decision 128-QD/TW, dated December 14, 2004 by the Secretariat of the Party Central Committee.
The salary coefficient for the position of General Secretary is 13.00. On the other hand, the base salary in 2021 is VND 1,490,000/month (Article 3 of Vietnam's Decree 38/2019/ND-CP).
The salary of the General Secretary is calculated as follows:
General Secretary's salary = Base salary x Current salary coefficient = 1,490,000 x 13.00 = 19,370,000 VND.
2. President's Salary
The President is the head of state, representing the Socialist Republic of Vietnam in domestic and foreign affairs (Article 86 of the 2013 Constitution).
The salary of the President is approved by the Standing Committee of the National Assembly according to the "Title table for leading officials of the state" issued together with Vietnam's Resolution 730/2004/NQ-UBTVQH11 dated September 30, 2004 by the Standing Committee of the National Assembly.
The salary coefficient of the title of President is 13.00, so the salary of the President is also equal to the salary of the General Secretary, in short, 19,370,000 VND.
3. Prime Minister's Salary
The Prime Minister of Vietnam is the head of the government and is responsible to the National Assembly for the activities of the government and assigned tasks; reports on the work of the government and the Prime Minister of Vietnam to the National Assembly, the Standing Committee of the National Assembly, and the President (Clause 2, Article 95 of the Constitution 2013).
Similar to the salary calculation method for the President, the salary coefficient for the title of Prime Minister is 12.50 (based on the "Salary table of positions for leading cadres of the state" promulgated together with Vietnam's Resolution 730/2004/NQ-UBTVQH11).
The calculation of the Prime Minister of Vietnam's salary is carried out as follows:
Prime Minister of Vietnam's Salary = Base salary x Current salary coefficient = 1,490,000 x 12.50 = 18,625,000 VND
Note: Position salaries and allowances for Party and State leaders are also determined by the government's general minimum wage level. (The government's general minimum wage level applies to cadres, civil servants, and officials of Party, Front, and mass organizations.)
Thus, the current salaries of the President and the General Secretary are 19,370,000 VND and the Prime Minister of Vietnam's salary is 18,625,000 VND.
