Hanoi-Vietnam: Procedures for annually reviewing poor and near-poor households

From August 15, 2016, the procedures for annually reviewing poor and near-poor households based on the multidimensional poverty standards applicable to 2016 – 2020 in Vietnam shall follow the provisions of Circular 17/2016/TT-BLDTBXH.

Circular 17/2016/TT-BLDTBXH provides guidelines for the procedures for annually reviewing poor and near-poor households at the grassroots level, including communes and villages. The time for annually reviewing poor and near-poor households is from September 1 to December 31 of the year.

The regular review of poor households and near-poor households is carried out when a household submits a written request to the Commune People's Committee (with confirmation from the village head). To be specific:

- In case a household encounters sudden difficulties during the year and needs to be added to the list of poor households and near-poor households in the area to access the State's poverty reduction support policies;

- In case a household on the list of poor households and near-poor households managed by the locality requests to be reviewed for escaping poverty or escaping near poverty.

Procedures for regularly reviewing poor and near-poor households

For households in the area facing sudden difficulties during the year and needing to be reviewed and added to the list of poor households and near-poor households to access the State's poverty reduction support policies, the process is as follows:

- The household submits a written request confirmed by the village head, directly or via postal service, to the Commune People's Committee for handling;

- The Commune People's Committee directs the Commune Poverty Reduction Committee to assess according to the review process of households with the risk of falling into poverty or near-poverty as stipulated in Article 6 of this Circular; reports the assessment results and submits them to the Chairman of the Commune People's Committee for recognizing the arising poor, near-poor households.

The assessment, review, and issuance of the Supplementary Recognition Decision take no more than 07 working days from the date of receipt of the household's request. If no Recognition Decision is issued, the reason must be stated;

- Monthly, the Commune People's Committee summarizes and reports the number of emerging poor and near-poor households in the area (if any) to the District People's Committee for consolidation and reporting to the Provincial People's Committee;

- The District People's Committee consolidates the list of emerging poor and near-poor households during the year.

Procedures for annually reviewing poor and near-poor households

The annual review of poor households and near-poor households is conducted according to the following process:

- Identify and list the households to be reviewed;

- Conduct the review and categorize the households;

- Organize a public meeting to agree on the review results;

- Publicly post the list of poor households, near-poor households, households escaping poverty, and households escaping near-poverty at the Commune People's Committee headquarters, and village community centers, and announce on public information mediums for 07 working days;

- Report and seek assessment opinions from the DPC;

- Recognize the list of poor households, near-poor households, households escaping poverty, and households escaping near-poverty in the area;

 - The Commune People's Committee reports the review results of poor households and near-poor households in the area to the District People's Committee after the Chairman of the Commune People's Committee  issues a recognition decision on the list of poor households and near-poor households in the area.
