On December 29, 2016, the Central Organization Commission issued Official Dispatch 2045-CV/BTCTW regarding the determination of political theory levels.
Recently, local party committees, agencies, units, and educational institutions have coordinated to determine the level of political theory for officials and party members according to Regulation 256-QD/TW dated September 16, 2009, by the Secretariat on “determining the level of political theory for officials and party members who have studied political theory at training institutions outside the Communist Party's political schools system or have studied specialized political studies at undergraduate and postgraduate levels at the Ho Chi Minh National Academy of Politics and Public Administration” as a basis for establishing and implementing training and fostering plans for officials... However, in some places, the implementation has not strictly followed Regulation 256-QD/TW; there have been cases where the determination was still applied according to the expired Regulation 12-QD/TC-TTVH dated January 9, 2004, by the Central Organizing Committee and the Central Ideology and Culture Committees (now the Central Propaganda Department), which has been invalid since September 16, 2009.
To implement Regulation 256-QD/TW dated September 16, 2009, on determining the level of political theory, local party committees, agencies, units, and educational institutions should:
- Strictly comply with the contents of Regulation 256-QD/TW by the Secretariat ensuring the issuance of certificates of political theory level to the right objects, following the correct principles and authority.- Cases determined according to Regulation 12-QD/TC-TTVH after September 16, 2009, have no legal value (Regulation 12-QD/TC-TTVH dated January 9, 2004, by the Central Organizing Committee and the Central Ideology and Culture Committees, now the Central Propaganda Department, became invalid from September 16, 2009).- Issuance of certificates of equivalence to advanced levels of political theory previously granted by the Academy of Journalism and Communication for officials and party members, who were properly designated to study and recognized as having equivalent advanced political theory levels. Cases that were issued the certificate but were students at the time of study and not intended to study advanced political theory, are not recognized as equivalent to advanced political theory; such cases, after completion of the course, can be considered to attend supplementary courses to receive an advanced political theory certificate issued annually by the Ho Chi Minh National Academy of Politics.- From June 1, 2016, the issuance of certificates of equivalence to advanced levels of political theory for students at the Academy of Journalism and Communication is carried out by the Director of the Ho Chi Minh National Academy of Politics, based on the recommendation of the Director of the Academy of Journalism and Communication. This only applies to officials and party members who are designated to study advanced political theory, graduated at the university level (second degree) in political theory (Marxism-Leninism, Ho Chi Minh's ideology, Communist Party history, party building and state governance, political science). The Ho Chi Minh National Academy of Politics will assess the content and training program of the Academy of Journalism and Communication, strictly following the process of confirming the equivalence to advanced political theory for the mentioned subjects.
