On January 05, 2017, the Central Propaganda Department issued Guide 21-HD/BTGTW regarding the promotion of commemorative activities for major holidays in 2017.

In order to disseminate and educate patriotism, historical traditions, national culture; the spirit of great unity, pride, and the resolve for self-reliance and self-strengthening of the nation; contributing to consolidating and fostering the people's trust in the Communist Party, the State, and its policies. At the same time, through propagandizing commemorative activities, contributing to creating unity within the Communist Party, social consensus to effectively implement the resolutions, guidelines of the Communist Party, policies, and laws of the State; concurrently motivating the entire Communist Party, the whole population, and the entire army to overcome difficulties, challenges, seize opportunities, and advantages to successfully implement resolutions of Party congresses at all levels and the 12th National Congress Resolution of the Communist Party. The Central Propaganda Department guides the propaganda and commemoration of major holidays in 2017.
National Major Holidays
- Commemoration of the 87th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2017) and the celebration of Lunar New Year of the Rooster;- Hung Kings' Death Anniversary (10th of the third lunar month);- Commemoration of the 127th birthday of President Ho Chi Minh (May 19, 1890 - May 19, 2017);- Commemoration of the 42nd anniversary of the liberation of the South and national reunification (April 30, 1975 - April 30, 2017);- Commemoration of the 72nd anniversary of the August Revolution (August 19, 1945 - August 19, 2017) and National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2017).
Forms of Propaganda and Commemoration
- Commemorative Ceremony: No organization of commemorative ceremonies but organizing appropriate forms of commemoration according to the local and unit practices. Leaders of the Communist Party, State, Central Committee of the Vietnam Fatherland Front, representatives of the committees, ministries, and central authorities, central mass organizations, and Hanoi city visit Mausoleum of President Ho Chi Minh and pay respects to heroic martyrs at the Monument. The Government Office shall preside, cooperate with relevant agencies to organize this activity.- Other forms of propaganda:- Organizing seminars, discussions, traditional meetings, visiting historical sites, presenting Party badges, visiting policy families and subjects, assisting localities and families in revolutionary bases, remote, and isolated areas…- Launching emulation waves to celebrate major national holidays.- Renovating, restoring, managing, and effectively utilizing historical and cultural relics, museums, exhibitions, etc.- Organizing conferences, exchanges, discussions, traditional meetings to commend new exemplary factors.- Strengthening oral propaganda through a team of lecturers, propagandists, incorporating the commemoration of major holidays into the activities of mass organizations, focusing on propagandizing to youth and students.- Producing documentaries, reports, compiling, publishing books, propaganda materials about major holidays associated with economic-social development achievements of all levels, sectors; about exemplary people, new factors; about learning and following the thoughts, ethics, and style of Ho Chi Minh.- Constructing information clusters, posters, billboards, slogans, and propaganda screens in central areas, agencies, offices, and places with large crowds for propaganda purposes.- Guiding people to hoist the national flag on major national holidays.

- Commemoration of the 100th and more than 100th birthdays of key leaders of the Communist Party, the State; prominent late leaders:- Commemoration of the 110th birthday of General Secretary Truong Chinh (February 9, 1907 - February 9, 2017);- Commemoration of the 110th birthday of General Secretary Le Duan (April 7, 1907 - April 7, 2017)- Commemoration of the founding days, the liberation days of provinces, centrally-run cities, the traditional days of committees, ministries, and central authorities, central mass organizations- International Days:- Commemoration of the 147th birthday of V.I. Lenin (April 22, 1870 - April 22, 2017);- Commemoration of the 197th birthday of Friedrich Engels (November 28, 1820 - November 28, 2017)- Other Anniversaries: Commemoration of the 100th Russian October Revolution (November 7, 1917 - November 7, 2017), the 70th Martyrs and Invalids Day (July 27, 1947 - July 27, 2017), the 100th birthday of Comrade Van Tien Dung (May 2, 1917 - May 2, 2017) and some other anniversaries; the Central Propaganda Department will have separate guidance.
