The Vietnamese Central Organizing Committee has issued Guidance 08-HD/BTCTW dated September 27, 2021 on admitting private business owners to the Party.

According to the Guidance, private business owners to be considered for admission to the Party are individuals who own all or own the controlling capital and assets, and concurrently hold one of the titles of director, general director, chairman of the Members' Council, company president, chairman of the board of directors, general partners in enterprises: private enterprises, limited liability companies, partnerships, joint stock companies (regardless of firm size).
Criteria and conditions to be admitted to the Vietnamese Party
Owners of private businesses to be considered for admission to the Party must meet the criteria and conditions as prescribed in the Party's Charter and relevant documents of the Party (See also: Conditions for admission to Party members) and meet the following conditions and standards:
(1) For individual business owners
- Having the right aspirations and motivation to join the Party;
- Be a reputable person in the business and at the place of residence; exemplary observance of the Party's guidelines and guidelines, the State's policies and laws, and fully fulfill obligations to the State.
- Create favorable conditions for party organizations, socio-political organizations in enterprises to be established and operate in accordance with the provisions of law and the charter of each organization; take care of the legitimate interests of the people.
(2 ) For businesses
- Well implement the guidelines and guidelines of the Party, policies and laws of the State;
- To fulfill obligations towards the State according to the provisions of law;
- Actively participate in patriotic emulation movements and social activities.
Procedures for admission to the Vietnamese Party
Procedures for admission and re-admission into the Party for private business owners shall comply with the provisions of the Party's Charter and current documents of the Central Government, in which, persons entering the Party need to:
Fostering Party awareness
People who join the Party must take a class on fostering Party awareness and have a certificate issued by a district-level political center or equivalent; Where there is no political center, it shall be granted by the Party Committee competent to admit Party members.
Application
People who join the Party must make an application by themselves, clearly stating their perceptions of the Party's purposes and ideals, and the motivation for applying to the Party.
Background of people entering the Vietnamese Party
People who join the Party declare themselves, fully, clearly and honestly according to regulations, and take responsibility for the declared contents; If there is any problem that you do not understand and do not remember correctly, you must report it to the branch.

Officially introduced by two party members
Where the Ho Chi Minh Communist Youth Union is organized, those entering the Party at the young age must be a union member, and be introduced by the grassroots executive committee and an official party member.
In agencies and enterprises where there is no organization of the Ho Chi Minh Communist Youth Union, people who join the Party must be a trade unionist, be introduced by the grassroots trade union executive committee and an official party member.
At the request of the grassroots party committee (where the enterprise is headquartered), the standing committee of the district party committee and the equivalent considers and decides to admit the private business owner to the Party according to the following order and procedures: :
Before the Party cell considers and proposes admission, the Party Committee re-examines the conditions of the person joining the Party and collects opinions and comments from the mass organizations in which such person lives.
The issue of the political history of people entering the Party must comply with the regulations of the Central Committee.
- The cell considers and proposes to admit each person one by one, when at least two-thirds of the official party members in the branch approves, it proposes to the superior party committee; When there is a decision of the superior party committee, the branch will organize the admission ceremony one by one.
- If admitted by the grassroots Party Committee, if at least two-thirds of the members at all levels agree to admit it, it shall propose to the immediatesuperior level of the Party Committee.
- The Standing Committee of the Party Committee of the immediate superior level of the grassroots party organization or the grassroots party committee is authorized to consider and decide on admission one by one.
Note:
- For enterprises with a party organization under the party committee of the province, city party committee, the standing committee of the party committee of the block, consider and decide to admit private business owners to the Party.
- Where there is no party organization, the admission of private business owners to the Party shall comply with the Regulation on the implementation of the Party Charter of the Central Committee.
