Circular 13/2016/TT-BVHTTDL was issued by the Minister of Culture, Sports and Tourism on December 9, 2016, listing specific sources of funding for the operations of public libraries.
Accordingly, Circular 13 stipulates that the sources of finance for public libraries at all levels include state budget allocations and other revenues as prescribed by law. To be specific:
- Sources of state budget allocations include:
- Funds for regular activities according to assigned functions, tasks, public service activities, and assigned plans;- Funds for infrastructure investment and procurement of equipment, means of transporting materials for mobile services, library materials, promoting books and newspapers, circulating library materials, mobile services, and application of information technology, as well as annual activities per the assigned plans.
- Other revenues include:
- Revenue from library card fees;- Revenue from library-information service provision activities and other supporting services in accordance with assigned functions and tasks as prescribed by law;- Revenues such as sponsorships, private investments, gifts, and donations from domestic and foreign organizations and individuals, and other revenues as prescribed by law.
- The collection, management, and use of financial resources are carried out in accordance with the laws on finance and accounting.
