1. From July 1, 2020, primary and secondary school teachers must have a Bachelor’s degree in Education or higher
This is one of the most notable new contents stipulated in the Law on Education 2019, which officially took effect on July 1, 2019.
The Law on Education 2019 has raised the standard training level for preschool, primary, secondary school teachers, and university lecturers.
Specifically, the Law stipulates that the standard training level for preschool teachers shall be raised from intermediate pedagogy to college-level pedagogy, for primary school teachers from intermediate pedagogy to bachelor’s degree in pedagogy, and for secondary school teachers from college-level pedagogy to bachelor’s degree in pedagogy.
In cases where there are insufficient teachers with a bachelor’s degree in pedagogy for a subject, teachers must have a relevant bachelor’s degree and a certificate in pedagogical training.
For university lecturers, the Law requires the standard training level to be raised from university to master’s degree.
For educators teaching at vocational education institutions, it will be implemented according to the Law on Vocational Education.
2. From 2020, it is strictly prohibited to entice or force others to drink alcohol
This is one of the noteworthy contents stipulated in the Law on Prevention and Control of Alcohol Harms 2019, which officially took effect from January 1, 2020.
This law details 12 groups of prohibited behaviors in the prevention and control of alcohol harms, with the foremost being the act of inciting, encouraging, enticing, or forcing others to drink alcohol.
Thus, from January 1, 2020, the act of enticing or forcing others to drink alcohol in any form will be considered a violation of the law on prevention and control of alcohol harms.
Additionally, this law also prohibits several other behaviors, such as: banning individuals under 18 from drinking alcohol; prohibiting officials and public employees, officers, students... from drinking alcohol right before, during, and in breaks of working or study hours; banning the control of vehicles while having a blood or breath alcohol concentration;...
Furthermore, the law emphasizes that establishments selling alcohol for on-site consumption must remind and inform customers appropriately about not driving vehicles and should assist customers in renting or using public transportation after drinking alcohol.
3. Conditions for issuing and renewing architecture practice certificates
On June 13, 2019, the National Assembly officially passed the Law on Architecture 2019 at its 7th Sitting of Session XIV.
This law stipulates the conditions for issuing and renewing architecture practice certificates as follows:
♦ For the issuance of architecture practice certificates, the conditions are:
- Possess a university degree or higher in the field of architecture.
- Have at least 3 years of experience participating in architectural services at an architectural practice organization or in cooperation with a practicing architect in a personal capacity.
Individuals who have won national or international architecture awards are exempt from this condition.
- Meet the requirements of the exam for issuing architecture practice certificates.
Individuals with consecutive years of 10 years or more directly involved in state management of architecture, university teachers, or higher in the field of architecture, and practicing architects are exempt from this condition.
♦ For the renewal of architecture practice certificates, the conditions are:
- The architecture practice certificate has expired.
- Ensure continuous professional development.
- Not violate the Code of Conduct of practicing architects.
