On the occasion of the 70th anniversary of Invalids and Martyrs' Day, Thu Ky Luat would like to highlight a number of recently updated policies related to policies, benefits for war invalids, sick soldiers, martyrs, and people who have rendered services to the revolution.
- Standards for Gifts for People of Merit on Veterans and Martyrs’ Day
According to Decision 1330/QD-CTN dated July 10, 2017, of the President and Official Dispatch 1452/NCC-KHTC dated July 11, 2017, of the Department for People of Merit, the standards for gifts for individuals with contributions to the revolution are as follows:
- VND 400,000 gifted to:- Heroic Vietnamese Mothers receiving monthly preferential allowance and individuals awarded the title of Heroic Vietnamese Mothers before July 28, 2017, but have not completed procedures for monthly preferential allowance;- Relatives of martyrs receiving monthly nurturing allowances; relatives of two or more martyrs receiving monthly allowances;- War invalids, sick soldiers, policy beneficiaries as war invalids, whose labor capacity decreased due to injuries or illness by 81% or more (including type B war invalids recognized before December 31, 1993) currently receiving monthly preferential allowances;- Individuals participating in the resistance war infected with toxic chemicals whose labor capacity decreased by 81% or more currently receiving monthly preferential allowances.- VND 200,000 gifted to:- War invalids, sick soldiers, policy beneficiaries as war invalids, whose labor capacity decreased due to injuries or illness by 80% or less (including type B war invalids recognized before December 31, 1993) currently receiving monthly preferential allowances; invalids currently receiving labor loss policies;- Relatives of martyrs (father, mother, spouse, children, individuals who nurtured martyrs as a child);- Individuals worshiping martyrs (siblings, individuals appointed by family clan to worship martyrs);- Individuals participating in the resistance war infected with toxic chemicals whose labor capacity decreased by 80% or less currently receiving monthly preferential allowances.
- Housing Support for 313,707 Households of People with Revolutionary Merits
According to the directive of the Government of Vietnam in Resolution 63/NQ-CP, from July 25, 2017, the implementation of housing support for people with revolutionary merits will continue in phase 2 as per the regulation in Decision 22/2013/QD-TTg.
- Number of households supported with housing: 313,707 households;- Additional funding from the Central budget is approximately VND 840 billion (in addition to VND 7,300 billion already allocated).
Additionally, the Government of Vietnam agrees with several local proposals such as:
- Reimbursing households eligible for support but had to self-fund to build or repair their houses after the state budget is allocated in 2017;- In cases where the eligible person has died, but the surviving spouse with permanent residence registration is living in that house, support will be provided as per the regulations of Decision 22 for new construction or repair;- If the eligible person and their spouse have both died, but their children are living in the house, local authorities shall review and, if the children face housing difficulties, will arrange support funding;- For the newly incurred cases eligible for housing support after May 31, 2017, the local authorities should proactively arrange funding from the annual local budget and other support sources from organizations, unions, and individuals as per the regulations of Decision 22;- For cases where there is a change from new construction to repair or vice versa without generating additional cost from the approved Central budget for the locality, support shall continue.
- Increase in Burial Costs for Martyrs’ Graves to VND 1 Million per Grave
According to Decision 35/2017/QD-TTg recently issued by the Prime Minister of the Government of Vietnam, policies concerning organizations and individuals responsible for searching and gathering martyrs’ remains are revised and supplemented as follows:
- Burial cost for martyrs with remains: increased from VND 600,000 to VND 1 million per grave;- Support cost for mobilizing citizens of the foreign country: increased from VND 20 million to VND 30 million per team per year per province;- Health supplements for individuals searching and gathering martyrs’ remains: increased from VND 280,000 to VND 500,000 per person;- Bounties for individuals providing information about martyrs' remains: increased from VND 2 million to VND 3 - 5 - 10 million (depending on the number of remains);- Additional cost for purchasing digging tools (hoes, shovels, crowbars, etc.): VND 100 million per team per year.
- Early Issuance of New Ordinance on Preferences for People with Revolutionary Merits
This direction was issued by the Central Executive Committee in Directive 14-CT/TW dated July 19, 2017, regarding strengthening the leadership of the Communist Party towards the work for people with revolutionary merits.
The Secretariat requires Party committees, Party organizations, governments, the Vietnam Fatherland Front, political-social organizations, social-professional organizations, and heads of agencies and units to focus on implementing several tasks as follows:
- Research and issue an ordinance to replace the current Ordinance on Preferences for People with Revolutionary Merits;- Strive to resolve the basic remaining dossiers for recognizing people with revolutionary merits by 2020;- Invest in equipment, technical physical assets, and apply information technology in searching for, gathering martyrs' remains, and DNA testing to identify remains with missing information;- Promote the movement "The entire population cares for families of war invalids, martyrs, and people with revolutionary merits," supporting the "Gratitude Fund" in organizations, agencies, unions, cadres, Party members, officials and public employees, union members, members, and the public.
