1. Concept of maximum load and speed orders on railways in Vietnam
- Maximum load order is the regulation on the permissible maximum load per axle and the permissible maximum even-spread load according to the length of railway vehicles, and is applied to each bridge, segment, block, section or railway line.
- Maximum speed order is the regulation on the speed limits applied to railway vehicles running on each bridge, segment, block, section or railway line.

2. Requirements regarding maximum load and speed orders on railways in Vietnam
(1) General requirements
- The maximum load order shall be created according to technical conditions and bearing load of the work and bridge construction equipment.
- The maximum speed order shall be created according to the permissible technical conditions, capacity of railway works and railway vehicle load.
(Clause 2 and 3, Article 42 of the Law on Railway Transport 2017)
(2) Specific requirements
In addition to the requirements for load and speed orders specified in (1), when building load and speed orders on national railways and urban railways running together with national railways, special-use railways and railways must meet the following requirements:
- Ensure the safety of construction and railway traffic.
- Maintain stable axial load, evenly distributed load, and allowable technical speed of railway works.
- Reduce the number of speed variation points in a given area.
- The length of each speed band on the route must not be shorter than 800 meters, except for fixed slow-running points.
- Axial load and evenly distributed load for each type of locomotive, wagon, and train are specified as follows:
+ Special-purpose railways must be uniform in one section for national railways.
+ For urban railways that run alongside national railways, they must be identical throughout the section, with the route shared with national railways.

3.1. Basic contents regarding maximum load orders on railways in Vietnam
According to Clause 1 and Article 5 of Circular 27/2018/TT-BGTVT, the basic contents related to the construction of the payload order include:
- Railway gauge;
- Axial load, or the evenly distributed load of railway vehicles on each section, space, section, and railway route;
- Axial load, evenly distributed load of rescue and rescue trains, railway construction machinery
- Additional information about railway vehicles used on each section, space, section, and railway route;
- Branch lines are connected to the main railway line.
3.1. Basic contents regarding maximum spee orders on railways in Vietnam
Basic contents related to the construction of speed orders are specified in Clause 1 and Article 6 of Circular 27/2018/TT-BGTVT, specifically as follows:
- Railway gauge;
- An explanation of stations, stations, and locations where the permitted technical speed of railway works is limited (the railway plane, construction sites, and other critical locations on the route must be limited).speed);
- Additional information about railway vehicles used on each section, space, section, and railway route;
- Other regulations related to the movement and operation of rescue and rescue trains and construction machinery on railways;
- For construction sites, it is allowed to limit the speed according to each construction stage.
