The Ministry of Education and Training has just issued Circular 12/2017/TT-BGDDT attached with the set of standards for evaluating the quality of higher education institutions (including universities, academies) in the national education system.
The set of standards for evaluating the quality of educational institutions represents a set of requirements and conditions that an educational institution must meet to be recognized as meeting educational quality standards. Each standard corresponds to an area of activity of the educational institution, and each standard includes several criteria.
The set of standards includes 25 standards and 111 criteria, evaluating the entire operation of a higher education institution according to 04 main groups. These are:
- Quality assurance in terms of strategy;- Quality assurance in terms of the system;- Quality assurance in terms of performing functions;- Operational results.

Circular 12/2017/TT-BGDDT takes effect from July 4, 2017, replacing:
- Decision 65/2007/QD-BGDDT;- Article 1, Article 2 of Circular 37/2012/TT-BGDDT;- Regulations on the processes and cycles for quality accreditation of education for universities, academies, and university-level schools in Circular 62/2012/TT-BGDDT.
