Documentation system for child fostering, parenting, care and education activities in preschools in Vietnam

Currently, the rules in children's education activities at preschools are strictly implemented in accordance with the Preschool Charter issued by the Ministry of Education and Training of Vietnam. Specifically, according to Article 25 of the Preschool Charter issued together with the Consolidated Document No. 04/VBHN-BGDĐT of the Ministry of Education and Training of Vietnam, documentation system for child fostering, parenting, care and education activities include:

* With respect to preschools:

- Children management files and records;

- Files and records of children provided with inclusive education programs (if available);

- Personnel management files and records;

- Specialized department’s management files and records;

- Documents and communications records;

- Assets, facilities and financial management files and records;

- Semi-boarding management files and records.

* With respect to teachers:

- Child education schedule books;

- Child monitoring books: child attendance check, health examination and assessment;

- Specialized books: class observations, visits and meeting minutes;

- Assets records of preschool education groups or classes.

Besides, according to Articles 24 and 26 of the Preschool Charter, child fostering, parenting, care and education activities are specified as follows:

- Child fostering, parenting, care and education shall be effected through activities referred to in the early childhood education program.

- Child fostering and parenting activities include nutritional care, sleep care; sanitary care; health care and safety assurance.

- Child education activities include play, learning, labor, celebration and ceremony-related activities.

- Inclusive education for disabled children in a preschool or kindergarten shall comply with regulations on disabled and handicapped child education adopted by the Ministry of Education and Training.

- Child fostering, parenting, care and education shall also be affected by means of disseminating scientific knowledge about child care and education to parents and communities.

Besides, according to Article 38 of the Preschool Charter, educational qualification standards for preschool teachers include two-year associate degrees in early childhood education. Teacher’s conduct and language code must correspond to child education requirements. Teachers and employees must wear clothes which are neat, fit well and clean to be suitable for their child parenting, care and education activities. Particularly, according to Article 40 of the Preschool Charter, don’ts of teachers include:

- Harm honor, reputation, dignity or carry out physical abuse of children and colleagues;

- Defame educational contents;

- Skip classes, class sessions or cut child parenting, care and education programs at their discretion;

- Give unfair treatment to children;

- Force children to attend their extra tuitions to gain their own benefits;

- Decrease children’s meal portions; care about their individual work during class hours when they are responsible for child parenting, care and education activities.
