1. What is land statistics? What is land inventory?
According to Clauses 17 and 18, Article 3 of the Land Law 2013:
- Land statistics means that the State, based on the cadastral records, summarizes and reviews the land use status at the time of making statistics, and the land-related changes between two points of time of making statistics.
- Land inventory means that the State, based on the cadastral records and field findings, investigates, summarizes and reviews the land use status at the time of conducting inventory, and the land-related changes between the two points of time of conducting inventory.
2. Purposes of land statistics and inventory in Vietnam
The purposes of land statistics and inventory are as follows:
- Assess the current situation of land management and use and propose measures to strengthen management and improve the efficiency of land use.
- Serve as a basis for the formulation and adjustment of master plans and plans on land use.
- Serve as a basis for proposing adjustments to policies and laws on land.
- Provide data to build statistical yearbooks at all levels and serve the needs of land information for socio-economic activities, national defense, security, scientific research, education and training, and other needs of the state and society.

3. Time and duration of land statistics
The time and time for carrying out land statistics are specified in Article 5 of Circular 27/2018/TT-BTNMT as follows:
Annual land statistics shall be collected until the end of December 31st of each year (except in the year of land inventory).
- The time for implementation and submission of annual reports on land statistics results is prescribed as follows:
+ People's Committees of communes, wards, and townships (referred to as "commune-level People's Committees") shall implement the implementation starting from November 15 every year (during the implementation period, it is necessary to continue to synthesize all cases of land change until December 31);
Complete and submit the report on results to the People's Committee of the district, urban district, town, or provincial city (hereinafter referred to as the district-level People's Committee) before January 16 of the following year;
The People's Committee of the district shall complete and submit the report on the results to the People's Committee of the province or city directly under the Central Government (hereinafter referred to as the People's Committee of the province) before February 1 of the following year;
Provincial People's Committees shall complete and submit results reports to the Ministry of Natural Resources and Environment before February 16 of the following year;
The Ministry of Natural Resources and Environment shall complete and report the results to the Prime Minister before March 16 of the following year;
If the time for making land statistics for the above-mentioned district and provincial People's Committees coincides with the Lunar New Year holiday, the submission of the results report will be delayed by the number of days of the Lunar New Year holiday as prescribed.
4. Time and duration of land inventory in Vietnam
In Article 6 of Circular 27/2018/TT-BTNMTT, the time and duration of land inventory are prescribed as follows:
- The time for land inventory and mapping of land use status every 5 years is up to the end of December 31 of the year ending in 4 or 9.
- The implementation time and the time of submitting the report on the results of land inventory and mapping of the current status of land use every 5 years are prescribed as follows:
+ Commune-level people's committees must conduct the inventory beginning August 1 of each year (and must continue to summarize all cases of land change until December 31 during the implementation period).
Complete and submit the report on results to the district-level People's Committee before January 16 of the following year;
The district's People's Committee must complete and submit a report on the results to the province's People's Committee by March 1 of the following year.
+ Provincial People's Committees shall complete and submit results reports to the Ministry of Natural Resources and Environment before April 16 of the following year;
+ The Ministry of Natural Resources and Environment of Vietnam shall complete and report the results to the Prime Minister before June 16 of the following year;
If the time for making land statistics for the above-mentioned district and provincial People's Committees coincides with the Lunar New Year holiday, the submission of the results report will be delayed by the number of days of the Lunar New Year holiday as prescribed.
- The time and place for conducting thematic land inventories shall comply with the decision of the Prime Minister or the Minister of Natural Resources and Environment.
