This is the content mentioned in Decree 34/2019/ND-CP amending and supplementing several regulations on commune-level officials and non-specialized activists at the commune level, in villages and residential groups.
Previously, in special recruitment cases for commune officials, the applicant was exempted from exams but still had to pass the selection interview. However, according to the new regulations in Decree 34/2019/ND-CP, candidates can be directly recruited without any examination or interview.
To be specific, in Clause 12, Article 1 of Decree 34/2019/ND-CP, which amends Article 21 of Decree 112/2011/ND-CP, it is stipulated that recruitment into commune official positions can occur without examination or interview if the candidate falls into one of the following two categories:
- Individuals who have graduated with honors domestically or with at least a good grade abroad, possessing expertise and qualifications suitable for the official position being recruited.
- Individuals with a university degree or higher in a discipline relevant to the official position being recruited, have been paying mandatory social insurance, and have at least 5 years of experience in the relevant field.
Thus, under the new regulations in Decree 34/2019/ND-CP, candidates falling into the aforementioned two categories can be directly recruited without any examination or interview. Based on the registration conditions and job requirements, the Chairman of the District People's Committee has the authority to recruit these special cases.
