Who is Responsible for Supervising Projects under the Public-Private Partnership Model?

Circular 59/2017/TT-BCA has been issued by the Ministry of Public Security to regulate the monitoring and evaluation of investments in the People's Public Security. This is the first Circular detailing this issue.

The responsibilities for project supervision in the form of public-private partnerships as stipulated in Circular 59 are as follows:

- The agency that signs the contract for the project in the form of a public-private partnership shall organize and implement the monitoring, inspection, and evaluation of the project's investment preparation process according to regulations; organize and implement the monitoring, inspection, and evaluation of the project investment process according to the approved content and project contract.- The Department of Planning and Investment shall monitor and inspect projects under its authority; the inspection shall be carried out as follows:- To inspect at least once for projects with an investment implementation period of more than 12 months;- To inspect when the project is adjusted to change the location, objective, scale, or increase the total investment capital;- To organize inspections according to the plan or unexpectedly.
