Dangerous goods (hazardous goods) are goods containing dangerous substances when transported on roads or inland waterways that have the potential to harm human life, health, the environment, safety, and national security.

In order to transport dangerous goods, a Dangerous Goods Transportation Permit must be obtained. However, Clause 6, Article 16 of Decree 42/2020/ND-CP stipulates that organizations and individuals transporting dangerous goods in one of the following cases are not required to apply for a Dangerous Goods Transportation Permit:
- Transporting dangerous goods that are liquefied natural gas (LNG) and compressed natural gas (CNG) with a total weight of less than 1,080 kilograms;- Transporting dangerous goods that are liquefied petroleum gas (LPG) with a total weight of less than 2,250 kilograms;- Transporting dangerous goods that are liquid fuels with a total volume of less than 1,500 liters;- Transporting dangerous goods that are pesticides with a total weight of less than 1,000 kilograms;- Transporting dangerous goods involving other toxic chemicals in the types, groups of dangerous goods.
In addition, the Decree also stipulates the following authorities have the power to issue Dangerous Goods Transportation Permits, specifically:
- The Ministry of Public Security issues Dangerous Goods Transportation Permits for types 1, 2, 3, 4, and 9 as specified in Clause 1, Article 4 of this Decree (excluding pesticides).
- The Ministry of Science and Technology issues Dangerous Goods Transportation Permits for types 5 and 8 as specified in Clause 1, Article 4 of this Decree.
- The Ministry of Agriculture and Rural Development issues Dangerous Goods Transportation Permits for pesticides.
- The agency issuing the Dangerous Goods Transportation Permit will decide the transportation route and time based on the type and group of dangerous goods as specified in Clause 1, Article 4 of this Decree.
- The issuance of Dangerous Goods Transportation Permits for type 7 is carried out in accordance with the regulations on the execution of radiation work and activities supporting the application of atomic energy.
