This notable content is stipulated in Circular 33/2018/TT-BVHTTDL, which was recently issued by the Ministry of Culture, Sports, and Tourism on October 15, 2018, to regulate the activities of mobile libraries and the circulation of documents.
Circular 33 stipulates that when operating mobile libraries and circulating documents, the following factors must be ensured:
- Documents used for mobile library operations and circulation are taken from the library's collection.
- The human resources participating in mobile library operations and circulation of documents include:
- Allocated within the total number of the library's personnel and collaborators;- Participants must have experience in mobile library operations and document circulation;- Each mobile service session must have at least 03 participants including: 01 vehicle operator and 02 library staff;- Each document circulation session must have at least 01 participant; for the provincial level library, each circulation session must have at least 02 participants;- Participants in mobile library operations and document circulation are entitled to business trip allowances and other policies as prescribed by law.
- Additionally, Circular 33 also provides regulations on funding sources for mobile library operations and document circulation, including:
- State budget allocated annually for library activities, approved by the competent authority;- Programs and projects of the State, organizations, and individuals related to the library field;- Legal sponsorships and aid from domestic and international organizations and individuals;- Sources of private investment and other lawful revenues.
- Equipment and means for mobile library operations or document circulation are based on the requirements of each task. For mobile library operations, equipment and means include:
- Cars, boats, carts, or other transport means depending on the library's conditions; banners, flags, slogans, and means for propaganda activities;- Computers with internet connection, projectors, cameras, camcorders, generators, sound systems, lighting systems, and other supporting equipment.
