What to Note for Doing Business in Antique Assessment Services?

Business in antiquities assessment services is a conditional business sector. To operate, the business establishment must meet certain conditions and submit a dossier requesting the issuance of a Certificate of Eligibility for Antiquities Assessment Business to the competent state authority for consideration and issuance of the Certificate in accordance with the prescribed procedures.

According to the provisions of Article 4, Article 6 of Decree 61/2016/ND-CP, Article 2 of Decree 142/2018/ND-CP, for a business to operate artifact verification services, the business must meet the following conditions:

- Have the necessary equipment and means to perform verification suitable to the registered field;- Have at least 03 artifact verification experts in relevant specialties as guided by the Ministry of Culture, Sports, and Tourism.

The application dossier for a certificate of eligibility to conduct artifact verification services includes:

- Application form;- A copy of the establishment decision or a certificate of business registration or a certificate of legal business registration;- A list accompanied by the scientific profiles and copies of diplomas, certificates of the experts;- A copy of the recruitment decision or labor contract between the artifact verification business and the experts;- A list of equipment and means to perform verification.

The issuance of the Certificate of Eligibility is conducted according to the following procedures:

Step 1: Submit the dossier

The artifact verification business submits directly or sends by post 01 set of dossiers to the competent authority to request issuance of the Certificate of Eligibility to conduct artifact verification services.

Step 2: Issue the Certificate of Eligibility to conduct artifact verification services

Within 15 working days from the date of receipt of the complete dossier as prescribed, the Director of the Department of Culture, Sports and Tourism or the Director of the Department of Culture and Sports is responsible for considering and deciding on the issuance of the Certificate of Eligibility to conduct artifact verification services, and simultaneously reporting to the Minister of Culture, Sports, and Tourism.

In case of refusal, a written response must be given, clearly stating the reason.
