What Rights Do Pupils and Students Have?

This issue is raised in Circular 17/2017/TT-BLDTBXH on the Regulations on student affairs in intermediate schools and colleges, issued on June 30, 2017. To be specific, according to the guidelines of this Circular, students have the following rights:

1. Eligible to enroll in the registered field of study if they meet the admission requirements as stipulated by the Ministry of Labor - Invalids and Social Affairs and the School. Eligible to apply for dormitory accommodation in accordance with the regulations and actual conditions of the School.

2. Informed about the policies of the State for students during their participation in vocational education programs.

3. Allowed to pursue dual-degree programs, transfer schools, apply for study abroad, and pursue higher education levels in accordance with the law; entitled to summer, Tet, and holiday breaks as prescribed.

4. Participate in activities within the Communist Party of Vietnam, Ho Chi Minh Communist Youth Union, Vietnam Student Association, and other self-governing student organizations, as well as relevant social activities inside and outside the School as per legal provisions.

5. Engage in scientific research, skill competitions at various levels, culture festivals, art performances, sports events, and other talent, and scientific creativity competitions that align with the training objectives of the School.

6. Allowed to partake in labor and work activities as per lawful provisions when interning at enterprises within the framework of the training program and agreements between the School and enterprises.

7. Contribute feedback on training activities and quality assurance conditions of vocational education within the School; directly or through their legal representatives, propose solutions to contribute to the construction and development of the School; express aspirations and file complaints with the Principal regarding issues related to the legal rights and interests of students.

8. Awarded a graduation diploma, academic and conduct transcripts, and other relevant documents; provided with administrative procedures when meeting the graduation recognition conditions.

9. Offered healthcare services during their studies as regulated.

10. Enjoy other rights as prescribed by law and the School.
